Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring Md., intends to negotiate on a noncompetitive basis with Sprezzatura, Inc., of Philadelphia, PA to install the latest commercial version of the S/Web. The vendor must be able to do the following: Install & configure the latest version of the S/Web software on the web server and all copies of Advanced Revelation as required. Convert existing RIMS Budget Formulation software to the new S/Web version and remove any artificial 64k restrictions. Train NWS personnel in use of the new S/Web software. Work with NWS personnel, develop testing procedures that ensure the new software and the software modifications do not adversely affect the operation, performance or functionality of the Budget Formulation Application. Test converted programs using the testing procedures developed and correct any problems related to the installation of the new software or modification of existing software. Manage Sprezzatura team, attend weekly RIMS status meetings and provide status updates to NWS management as requested. Provide one year of technical support for the S/Web environment, including all software updates and unlimited email support to the development team. Technical support is limited to situations where the S/Web software does not appear to be working per the documentation and bug fixing in the S/Web product, if bugs are found by NWS users and/ or NWS developers. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative responses must be received no later than 5 calendar days after the posting of this notice.
