Description

Architectural services are required under an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) for architectural and civil design for maintenance and repair projects at the U.S. Coast Guard Aviation Training Center, Mobile, Alabama. The contract will be subject to negotiation of individual task orders. This is an unrestricted procurement. The NAICS is 541310. The contract period is for the base year with four one-year renewal options. There will be no future synopsis in the event the option included in the contract is exercised. The government guarantees a minimum amount of $5,000. The maximum amount of total services to be performed by the contractor during the term of the IDIQ shall not exceed $300,000 per year. Individual Task Orders shall not exceed $100,000 per order. A single award will result from this solicitation. Services which may be required under any resulting contract include: fundamental design; Final design and construction phase services for various construction and alteration projects; studies; surveys; soil borings; investigative reports; design criteria development; revision of drawings of various facilities to reflect modifications and economic analyses; development of site and utilities plans; structural analyses; feasibility studies; and construction quality control inspection. Types of projects may include: (1) alterations and modifications of existing hangar, classroom, automotive, administrative, barracks and Morale, Welfare and Recreation (MWR) facilities, (2) site improvements. Firms will be evaluated according to the following criteria: (A) Demonstrated experience and technical competence in performing design and construction phase A-E services for Aviation Centers, (B) Experience and professional qualifications of proposed key personnel in the required disciplines, (C) Capacity of the firm to accomplish contemplated work within the required time limits, (D) Record of past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, (E) Location in the general geographical area of the project; i.e., 150-mile radius. Firms must meet the requirement of being able to provide the services of a licensed architectural engineer. Those desiring consideration are invited to submit completed SF 254 and SF 255. The prime contractor must also submit completed SF 254 and SF 255 for any architectural firms it plans to utilize as subcontractors. Responses must be received by 3:00 p.m. on July 5, 2002. Telegraphic and facsimile SF 254/255 will not be accepted. This is not a Request for Proposal.
