Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are being requested and a written solicitation will not be issued. Solicitation N61339-03-R-0021 is issued as a request for proposal and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-08. This solicitation is not set-aside. The following items are required for the Enhanced International Peacekeeping Capability program: This is an Statement of Objective for Wheeled Military Vehicle Driver Training Simulator for the Kingdom of Nepal. 1. OVERALL OBJECTIVE. The objective of this program is to acquire a low cost Wheeled Military or Heavy Vehicle Driver Training Simulator for to train Royal Nepalese Army soldiers to operate wheeled military vehicles (utility vehicles and light trucks) in the various environments they may encounter in their roles as international peacekeeping forces. The previous driving experience of the trainees may range from none all the way to extensive. 2. CONTRACT OBJECTIVES. The contract objectives for this program include the following: (a) To procure a commercially available simulator that includes hardware, software, courseware, and training materials. (b) To ship the simulator to Nepal, via airfreight. (c) To install and test the simulator at the Royal Nepalese Army?s Peacekeeping Training Center in Panchkal, Nepal. (d) To train the Nepalese, at the installation site, in the proper use and maintenance of the simulator. (e) To obtain a full two-year on-site warranty for the simulator. (f) To obtain only the commercial technical documentation that is normally provided with the simulator. 3. ENGINEERING OBJECTIVES The engineering objectives for the Wheeled Military Vehicle Driver Training Simulator are to: (a) Simulate driving characteristics of Russian BTR-60 APC and Russian trucks (desired, but will not be a hard requirement). (b) Simulate driving characteristics of military trucks (Simulation of heavy goods vehicles (HGV) and trucks acceptable). (c) Provide different terrain databases, including urban, mountain, rural and off-road. (d) Simulate the use of clutch, gears, etc. (e) Provide visual and sound effects. (f) Provide left and right hand driving simulation. (g) Be comprised of Commercial grade hardware that operates with 220/230 volt, 50 Hz power. (h) Provide a configurable database for various vehicle types, including both left-hand and right-hand drive, manual and automatic transmissions, two and four wheel drive, and different engine types. (i) Provide realistic controls and instrumentation, including carried weight, or transporting loads. (j) Have sufficient graphics image resolution and refresh rate to provide a realistic visual images without noticeable flickering and artifacts. (k) Provide the means for an instructor to control, monitor, and rate the performance of the trainee. (l) Provide aural feedback. (m) Provide realistic vehicle dynamics simulation for the different vehicle types. (n) Provide multiple driving scenarios. (o) Provide realistic transmission shifting training. (p) Simulate emergency maneuver training. (q) Simulate adverse weather conditions and lighting conditions. (r) Provide realistic seating position. (s) Provide foreign countries road sizes, highway information, and directions database.Delivery shall be made no later than three(3) months after date of award; acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): (i) Technical capability of the item offered to meet the Government requirement (ii) price; and (iii) past performance. The following subparagraphs of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15), (16), and (24). The following clauses of DFARS 252.212-7001(b) and (c) apply: 252.225-7027, 252.225-7028, 252.225-7036, 252.225-7036 Alt 1, 252.227-7015, 252.227-7037. A completed copy of the following must be included with each proposal: FAR 52.212-3, DFARS 252.212-7000 and 252.225-7035. The following clauses also apply: DFARS 252.204-7004, ?Required Central Contractor Registration,? FAR 52.227-19 ?Commercial Computer Software -- Restricted Rights? and "Year 2000 Warranty?Commercial Supply Items -- The contractor warrants that each hardware, software, and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed product properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance." The DPAS rating for this solicitation is N/A.
