Description

The Navy has a requirement for nine (9) Multi Function Displays (P/N 822-0975-005 and NSN 7025-01-469-8448) to be delivered by Oct 03. The function of the MFD is to work in conjunction with both the Traffic Alert and Collision Avoidance System (TCAS), and Terrain Avoidance Warning System (TAWS) as a display for visual information. Rockwell Collins is the sole designer, developer and manufacturer of the MFD 255M, P/N 822-0975-005, with software unique to PMA-209 TAWS/TCAS. These Multi Function Displays are only known units that are compatible with the Operational Flight Program (OFP 091-1910-002) and corresponding Character set 091-1911-001. The MFD 255M is the only TAWS/TCAS MFD that has been tested through OPEVAL for use with the Navy. The MFD 255M is installed in C/KC-130F/R/T, and C-2A aircraft. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, Rockwell is the only known source capable of meeting the Navy's requirements and delivery schedule of Oct. 03. See Note 22.
