- Description
- The U.S. Geological Survey has a requirement to establish a new information component of the National Biological Information Infrastructure (NBII) entitled the Northeast Urban Biodiversity Node. The NBII is a web-based system that provides data and information on the nations biological resources. It links biological databases, information products and analytical tools maintained by the NBII partners and other contributors in government agencies, academic institutions, non-government organizations, and private industry. The Northeast Urban Biodiversity Node is a new informational component that will be a on-line data and information service focused on the ecology, invasive species, and emerging infectious diseases. The node will contain data on the New York City Watersheds, the Hudson River Valley National Heritage Area, and the Jamaica Bay Wildlife Refuge. Under this USGS initiative, the current data in the node will be expanded to include additional ecological data to be integrated into the Northeast Node. In order to gain access to the data currently contained in the Northeast Node and integrate it into NBII, the USGS intends to enter into a sole source contract with the Center for International Earth Science Information Network (CIESIN) located at Columbia University. This data is thought to be available only from CIESIN. CIESIN has developed the current database and has sole ownership of it due to its previous work performed through numerous partnerships with Federal, state and non-governmental institutions and groups. All potential sources who believe that they could provide the data in the CIESIN database and provide on line access to it for use by interested researches and governmental decision makers should provide a capability statement demonstrating their ability to gain access to the data and perform the work necessary to integrate the data into the NBII. All capability statements are due by 45 days from the date of this notice. See Numbered Note 22.*****
