- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) is 03SQ810213 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This procurement is a total small business set aside. NAICS Code is 334519 and the small business size standard is 500 employees. All qualified responsible business sources may submit a quote and quotes shall include the business size. This procurement is being conducted under the Simplified Acquisition Procedures. The Bureau of Reclamation has a requirement to purchase an eccentric rotating dual-mass vibrator system to measure the dynamic response of concrete dams. The system shall include, but not limited to, the dual-mass eccentric mass vibrator, control system, data acquisition system, PC computer, piezoelectric accelerometers, software, portable electric generator, the first site setup, training, and users manuals. The dual-mass eccentric vibrator shall be capable of generating 20,000 pounds (10 tons) of horizontal sinusoidal force at frequencies from 2 to 20 Hertz. The masses shall be able to spin "in phase" and "out of phase". The vibrator shall have the following capabilities: 1) transportable via a standard size pickup truck, 2) have the ability to attach to the crest of a concrete dam with anchor bolts, 3) and shall be operated via a portable electric generator. The maximum horizontal dimension of the vibrator shall be less than 7 feet. The control system shall be a variable speed controller with a minimum accuracy of 0.3 percent of full speed and have the ability to operate between 5 and 100 percent of full speed. The data acquisition system shall be PC based and capable of handling 16 channels of input. The system shall be used for vibrator control, transducer data acquisition, and display. The *PC computer can be either laptop or desktop (laptop is preferred) and shall have at a minimum an Intel Pentium 4 1.8-GHz processor, 256 MB RAM, 30 GB hard drive, Microsoft XP operating system, 15-inch monitor, and CD-RW/DVD Combination.* There shall be 8 piezoelectric accelerometers with a minimum sensitivity of 5 volts per unit of gravity and have a lower operating range accuracy of 10 percent down to 1 Hz. The accelerometers shall be capable of measuring accelerations in 2 orthogonal horizontal directions. The portable generator shall be at least a 10-horsepower, 480-volt, 3-phase unit capable of generating 8 kilowatts. The system shall include all required software, cables, and users manuals. The contractor shall provide sufficient cable to place 8 accelerometers equally spaced, along a 1000-foot dam crest. The contractor shall deliver the entire system to a concrete dam (to be determined) located within 500 miles from Denver, Colorado by May 31, 2003. Reclamation anticipates the award of this contract to be made by March 3, 2003. The contractor shall set up the system on the crest of the dam and ensure functional performance. The contractor shall provide operation of the system through a full sweep of frequencies (2 Hz to 20 Hz) to train Reclamation staff on the system operations. Reclamation estimates 3 days total for travel, set up, and training. The Government intends to award to the lowest priced technically acceptable offer. NOTE TO POTENTIAL OFFERORS: The Contractor shall provide information regarding previous experience using the above described testing on at least 2 dams and 2 buildings. Delivery and acceptance shall be FOB destination to the dam site designated in the award. Offerors shall submit 2 offers. One offer shall include the above described *PC computer equipment...... * and the other offer shall exclude the above described *PC computer equipment....* 52.212-1-Instructions to Offerors-Commercial items. Offerors shall include a completed copy of the provision at 52.212-3-Offeror Representations and Certifications- Commercial Items, with its offer.
