NA This solicitation is unrestricted. Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The NAICS Code assigned is 234990 with a Size Standard of $28,500,000.00. Construction completion is 380 calendar days. The project consists of constructio n of a new single story IMA Operations facility totalling 1,363 square meters (sm), which includes 330 sm of administrative space and 1,033 sm of fabrication/operational & storage shop areas. New facility will be located on the southeast portion of Fort Me ade, Rock Avenue between Wilson St. and Huber Avenue. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL RE GISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD SOLICITATION INFORMATION FROM THE INTERNET AT HTT PS://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGI STER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AN D ALSO BE REGISTERED IN THE CENTRAL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATIO N. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. This procurement will be advertised as an Invitation for Bid. The Subcontracting Goals are: 60% to Small Business Concerns, 15% to Small Disadvantaged Business Concerns, 8% Women-Owned Smal l Bus inesses; 3% to Hubzone Small Businesses, 3% to Veteran-Owned Small Businesses and 3% to Service Disabled Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contract or R egistration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. For information regarding CCR registration, the CCR Web site can be accessed at http://www.ccr2000.com. Other information regarding re gistration can be obtained through CCR Assistance Center (CCRAC) at 1-888-227-2423. A paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. All responsible sources may submit a bid, which shal l be considered by the agency. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliver ies, packages, etc. of more than one box or container must be bound together by tape or other means. The solicitation is scheduled to be issued on or about 19 February 2003 with proposals due on or about 26 March 2003.
