- This sources sought synopsis is for performance of Research and Development (R&D) initiatives on Multifunction Electro-Optical Photonics, applicable to the R&D mission of the Electomagnetics Technology Division, Air Force Research Laboratory Sensors Directorate (AFRL/SNH). To be considered qualified for this effort, potential sources must demonstrate detailed knowledge, experience, and capabilities in any/all of the following areas: (1) Research on new optoelectronic materials and devices. Design and develop optoelectronic components for Air Force applications. (2) Design arrays of high sensitivity infrared photodetectors using bandgap engineering. Accepted designs will be fabricated and evaluated. (3) Investigate crystal growth (preferably) using Magnetic Liquid Encapsulated Czochralski (MLEC) and Vertical Gradient Freeze (VGF) techniques. (4) Investigate epitaxial growth of III-Nitride alloys (preferably) using vapor-phase crystal growth techniques. Experiments will be made using metal-organic chemical vapor deposition (MOCVD) and halide vapor transport epitaxy (HVTE) equipment provided on-site by the government. (5) Operation of the GaAs Hydride Vapor Phase Epitaxial System, to grow thick layers of GaAs on orientation-patterned templates. (6) Investigate high-pressure solvothermal crystal growth. (7) Research, design, fabricate and characterize advanced E-O sensor concepts for multi-spectral sensing. Research new and novel wavelength dispersion and multiplexing techniques for multi and hyper-spectral spectrometers. (8) Exploit and extend the applications addressed by ChromoTomographic Hyperspectral Imaging Sensor (CTHIS) technology through image/signal processing algorithm development and prototype hardware implementations. Contract performance will be required on site at AFRL for at least 90% of the work. The period of performance could be up to four (4) years possibly beginning in the 3rd or 4th quarter of FY03. All small business and socio-economically disadvantaged sources should identify themselves as such. This synopsis does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
