- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for the operation of the MSFC Physical Exercise Program (PEP). This procurement is for the administration of a PEP available to all MSFC civil service personnel and on-site contractors. This procurement is being conducted under the Simplified Actuisition Procedures (SAP) -- FAR Subpart 13.5. NASA/MSFC intends to purchase the items from the NASA Exchange-MSFC. This procurement is for the administration of a PEP available to all MSFC civil service personnel and on-site contractors. This recommendation is made pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Competition is impractical for the following reasons: Pursuant to NPD 9050.6 (as revised): NASA Center Directors may establish a NASA Exchange to operate activities contributing to the efficiency, welfare, and morale of NASA personnel. The policy further allows NASA Exchanges to (a) promote activities contributing to the efficiency, welfare, and morale of NASA employees, and (b) to use and acquire real property and facilities to achieve Exchange objectives. NASA Headquarters requires all Centers to provide a PEP for active civil service personnel with the concept that a preventive health program should enhance the efficiency, welfare, and morale of NASA personnel. The NASA Exchange-MSFC has the space and exercise equipment allocated for all fitness/exercise activities at MSFC. The NASA Exchange-MSFC has operated the Wellness Center at MSFC since 1996 consistent with NPD 9050.6 (as revised). MSFC management has determined that this approach continues to be the most economical and advantageous means to accomplish this requirement. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
