- NAICS Code: 541380 The U.S. Environmental Protection Agency (EPA) intends to negotiate sole source with SCSA Diagnostics, Inc., Mutiplex Research and Technology Center, 807 32nd Avenue, Brookings, SD 57006 for SCSA assay on samples of frozen human semen. SCSA Diagnostics, Inc., is the only laboratory certified to conduct this assay according to validated protocols published in the peer-reviewed scientific literature . It is imperative to use the validated assay in order for the data to be comparable to SCSA data from previous studies. The EPA has identified SCSA Diagnostics, Inc. the only firm capable of satisfying the requirements stated above. FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". Interested parties who can meet the above requirement may submit written qualification statements, fully explaining their capabilities no later than 15 days after the date of this publication. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
