Description
The Internal Revenue Service intends to issue an IDIQ contract for off-site security storage of back-up mission critical information on magnetic media files for the IRS Martinsburg Computing Center (MCC), 250 Murall Drive, Kearneysville, WV. This is not a request for proposals. No solicitation is available. However, the IRS anticipates the release of the solicitation on or about January 28, 2003. The North American Industry Classification System (NAICS) Code Number is 493190 (Other Warehousing and Storage). The Small Business Size Standard is $21.5 million. The anticipated contract services require a Contractor to provide a secure, remote, off-site storage facility/vault to retain media and to return the media to the designated area at the MCC. The Government anticipates between 16,000 (Base Period) to 20,000 (Option Period 4) magnetic cartridges (hanging)and approximately 50 storage containers, per month, of paper documents, CDs, DLT tapes, and cassette tapes. The Contractor shall provide weekly pick-up and transportation services between the MCC location and the Contractor's secure storage facility/vault location of the identified media in the Contractor?s environmentally controlled vehicle. Unscheduled and emergency deliveries shall also be provided by the Contractor, specifics shall be identified in the solicitation. Once, but no more than two times per year, the MCC schedules off-site disaster recovery exercises with its Recovery Operations Center (ROC) located at the IRS Tennessee Computing Center (5333 Getwell Road, Memphis, TN 38118) which the Contractor shall perform in their environmentally controlled vehicle(s). The Contractor?s off-site storage facility/vault(s) shall: (1) be located in close proximity to fire and police stations; (2) be completely unmarked and located no closer than 100 yards from flood plains and known geologic fault lines; (3) not be in the direct flight path of an airport; (4) not be located within one (1) mile of above ground natural gas, petroleum or water tank storage facilities; (5) not be within one (1) mile of an operation in which blasting takes place, (i.e., a construction site or quarry); (6) the storage facility/vault(s) shall be located within 100 driving miles of the MCC facility; and (7) the Contractor?s off-site storage facility/vault(s) shall meet certain minimum, independently established guidelines for physical, fire, magnetic, environmental and electronic security, and shall have redundant power generating source(s) consisting of an engine generator of sufficient capacity to power emergency lighting, environmental control, physical intrusion detection, fire detection, alarm, and extinguishing systems for an extended period of time. The facility/vault(s) shall meet specifications identified in 36 CFR 1228, as it pertains to electronic media storage. The Contractor?s secure storage facility/vault and handling procedures shall meet or exceed the standards that have been established by the following organizations for the protection and handling of magnetic media: (1) National Fire Protection Association (NFPA); (2) National Institute of Standards and Technology (NIST); (3) American National Standards Institute (ANSI); (4) Department of Defense (DoD); (5) Underwriters Laboratories (UL); (6) Nuclear Regulatory Commission (NRC); and the American Society of Heating, Refrigeration and Air Conditioning Engineers (ADHRAE). The IRS strongly encourages small disadvantaged business participation. Price evaluation preferences authorized by the Federal Acquisition Regulation will be applied to proposals submitted by small disadvantaged businesses.
