THE FOLLOWING DOCUMENTS ARE BEING MADE AVAILABLE FOR INDUSTRY REVIEW AND COMMENT: SYSTEM SPECIFICATION FOR AN/WSQ-11 TORPEDO DEFENSE SYSTEM (DRAFT); AN/WSQ-11 TORPEDO DEFENSE SYSTEM CANISTERED COUNTERMEASURE SET, ANTI-TORPEDO (CCAT) SYSTEM (DRAFT); AN/WSQ-11 TORPEDO DEFENSE SYSTEM COUNTERMEASURE, ANTI-TORPEDO (CAT) (DRAFT). DISTRIBUTION OF THESE DOCUMENTS IS LIMITED TO DEPARTMENT OF DEFENSE AND U.S. DOD CONTRACTORS ONLY. REQUEST FOR ACCESS MUST BE SUBMITTED TO BETHANY PETROFSKY OR MIKE LEE AT THE ABOVE EMAIL ADDRESSES. REQUESTS MUST INCLUDE THE EMAIL ADDRESSES OF THOSE PERSONNEL WHO WILL REQUIRE ACCESS TO A SECURE WEB SITE, AN ACTIVE DEPT. OF DEFENSE CONTRACT NUMBER, AND A POC FOR THE CONTRACT. SPECIFIC INSTRUCTIONS WILL BE PROVIDED TO THOSE PARTIES AUTHORIZED ACCESS. In preparation for the initiation of the AN/WSQ-11 Torpedo Defense Program, the Naval Sea Systems Command i ntends to post a DRAFT solicitation and statement of work for industry review and comment. The AN/WSQ-11 is contemplated to be the Navy's overall system for combating threat torpedos attacking 'large deck' and DDG 51 Class ships. The system will leverage existing torpedo defense technology and require new capabilities. AN/WSQ-11 will be an integrated system of sensors, processors, search sonar, towed coutermeasures, and anti-torpedo torpedos (including the launch system). The system will be capable of defending against the threat of wake homing, acoustic, and straight-runner torpedos. NAVSEA is seeking comments and suggestions on the draft documents, especially those geared toward innovative, affordable acquisition approaches that will ensure the demanding schedule can be achieved. Information submitted must be publicly releasable, as it may be included in future versions of the solicitation or other program documentation. Ideas, comments and suggestions are requested no later than 31 JAN 2003, via email, to the POC identified in this synopsis. On or about 20 DEC 2003, the draft RFP and supporting documents will be available at www.neco.navy.mil by searching for the RFP number (N00024-03-R-6106). The documents will be available on the internet until 31 JAN 2003. The draft System Performance Specifications may be made available at a later date. The Government WILL NOT accept any proposals in response to this announcement or the posted documentation. The Government may not respond to any specific questions submitted in response to this announcement. The Government will not award a contract resulting from this synopsis. *****
