NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the in ternet after solicitation issuance. Paper copies of this solicitation will not be available. Description of Work: Ft Benning, GA ? Construction of an Urban Assault Course consisting of five stations, individual/team trainer, squad/platoon trainer, grenadie r gunnery station, urban offense/defense building, and an underground trainer; a Breach Facility consisting of three stations, door breaching, window breaching and wall breaching; a live-fire shoot house; an After Action Review Building; and covered shelte rs. Project includes five single-story wood buildings (four of which are interconnected), one adjoining two-story wooden building, a two-story wooden fa?ade, a two-story cinder block building with basement, an underground tunnel system with two access tu nnels and four manhole covers; a one-story bullet proof structure (shoot house) with an open top (walls only), catwalk mezzanine, and a barn type roof over the whole facility that houses a crane system to remove and replace wall panels as needed; and three single wall facades with doors and windows (breaching). Construct access road network to connect stations and adjacent parking areas, two heated and air-conditioned (10 tons) operations and storage buildings, and two field service latrines with field lin es. Supporting facilities include utilities; electric service; substation/transformer; exterior lighting; access roads and parking. The construction of the project will provide antiterrorism force protection/physical security in compliance with the minim um construction standards as directed in Interim Department of Defense Antiterrorism/Force Protection Construction Standards dated December 16, 1999. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offe ror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable. It is our intent to award without discussions. If any factor is rated a NO-GO, the off eror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal wi ll be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Options may be included in the solicitation. The evaluation factors are as follows: 1. Offeror Past Performance and 2. Corporate Relevant Specialized Experience. Corporate Relevant Specialized Experience should include project experience with construction projects with a value greater than $1.5 million and projects that include both vertical construction (buildings and structures) and horizontal construction (streets, road, and utilities). Estimated cost range of project is from $1,000,000.00 to $5,000,000.00. Network Analysis System will be required. COMPETITION WILL BE LIMITED TO 8(a) FIRMS SERVICED BY SBA REGION IV DISTRICT OFFICES (GA, AL, NC, SC, TN, MS, FL, KY) OR MUST HAVE AN ESTABLISHED, VERIFIABL E FULL TIME BRANCH OFFICE (AS DEFINED BY SBA) WITHIN REGION IV WHICH HAVE 236220 AMONG THEIR APPROVED NAICS CODES. This solicitation will be issued in electronic format only and will be also be available on or about February 7, 2003 on the Internet at: h ttp://ebs.sas.usace.army.mil. Notification of amendments will be through use of the internet. No additional media (CD ROM, floppy disks, faxes, etc.) will be provided.
