- This notice is not a request for proposals. This is a presolicitation conference announcement to identify potential sources, convey government requirements and gather information on current capabilities within the market. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. Section 2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM), in conjunction with the Department of Energy (DOE) is planning a new procurement to establish domestic capacity of Yttrium Barium Copper Oxide (YBCO) High Temperature Superconductor (HTS). The principal objectives of this program are to achieve greater than or equal to 100-meter lengths of coated conductor, obtain annual production capacity of greater than or equal to 200,000 kA-m, and improve the quality and volume production capacity of YBCO HTS coated conductor while concurrently reducing the cost. The presolicitation conference is intended to convey government requirements, gather information on current capabilities within the market and provide a forum for open discussion. It will be held on 06 February 2003 beginning at 08:30 at the Northrop Grumman Building, 2555 University Blvd., Fairborn, Ohio 45324. Also, interested parties may meet privately with the Government team to discuss specific competition-sensitive issues or questions they may have. Parties interested in attending this conference and/or setting up a private meeting with the Government team MUST contact Ted Finnessy at 937-904-4344 no later than 24 January 2003 to arrange for their attendance and meeting credentials. Failure to register may significantly slow the visitor entry process and could result in denied entry. The morning portion of the meeting will be occupied with government presentations and group discussions, followed by one-on-one discussions with the Government team. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from potential sources/attendees. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate Contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the presolicitation conference.
