Description
The Government has a requirement for professional A/E Services with Industrial Hygiene Services for Project 646-03-105U =93Renovate 6E for Hoptel=94 at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Architect/Engineer to provide site investigation to develop working drawings and specifications to renovate Building 1, 6-East into private and semiprivate overnight patient accommodations. This work includes architectural, electrical, structural, mechanical including HVAC and control replacement, plumbing, environmental, asbestos abatement, monitoring, preliminary plan for area, Third Party Cost Estimates; Infection Control Risk Assessment and site modifications. The project involves primarily nonrecurring maintenance such as removal and replacement of asbestos containing materials including floor tile; replacement of existing air handling unit and distribution systems to meet modern requirements (review VAV versus fan coil replacement); upgrade of electrical panels; replacement/installation of ceiling systems, lighting, upgrade of finishes and other interior design elements. A maximum of approximately 8,400 + 10% square footage will be addressed. The following objectives are established: Maximizing the number of private and semiprivate bed spaces using existing architectural elements with minor changes.=20 Removal of common bathrooms and division of larger rooms is required.=20 A total of 20-25 patients will be housed in the area. Construct private baths and shower spaces adjoining the bedroom spaces to the maximum extent possible. Renovate the =93gang=94 bathroom space in the east wing to accommodate separate male and female bathrooms. Enlarge mechanical space to contain new HVAC replacement equipment. Update finishes throughout to modernize the appearance of all spaces. Create common room for gathering, recreation and dining. Construction will be addressed in a single phase. The entire eastern wing will be vacated during construction. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 =93Room Finishes, Door and Hardware schedule=94. A/E will make site visits as necessary to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project.=20 Coordinate visits with the Project Manager as assigned after award.=20 Construction period services are required to review submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings. A/E will respond on site within a two-hour period when requested. A/E will provide four review sessions: Schematic Submission, 50%, 75%, and 100% design submissions within 112 day design time. A/E shall provide 20 sets of Construction Documents (drawings and specifications) 112 days from NTP. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $1,000,000 and $5,000,000. Award will be made to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing project of this size, nature and cost; Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper or incomplete architectural and engineering services; and Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to availability of funds.=20 This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF254 and SF255 to arrive no later than COB (4:30PM EST) February 26, 2003 with cover letter of interest identifying RFP 646-17-03 directly to the attention of Cheryl Weidner (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
