Description
The Department of Veterans Affairs, Veterans Health Administration (VHA) is actively soliciting information and comments related to Health Data Repositories that have been developed and are currently in use (latest commercially available products; not to include products in beta testing) that will support a full scale Computer based Patient Record (CPR) suite developed by VHA (CPRS-R), including real time order entry and results reporting. The application must have the ability to support multiple clinical domains including lab, pharmacy, progress notes, and health factors (see table at the end for full domain listing). The application must also have the ability to normalize/standardize this data into a longitudinal electronic medical record that holds the combined clinical data of millions of VA patients seen across over one thousand points of inpatient and outpatient care.=20 Interoperability of the clinical data between VHA and the Department of Defense(DoD) is a key driver of this initiative. DoD is using the 3M HDR and VA requires that the VA HDR must at least meet that level of functionality and be able to share standardized datasets with DoD's repository. This requirement is based on the two data dictionaries needing to be normalized to recognize each other's data. Respondees should provide architectural models that describe how they provide longitudinal views of the patient record while assuring local access to patient information (continuity of operations in case of equipment/telecommunications failures). The following are also requirements of the current system: Oracle based Preferred transaction management: Tuxedo and/or Web Logic Primary Usage: Mixed (both inpatient and outpatient across multiple physical locations) Middle Tier Approach: Services -based Server Technology: Single Oracle DB Please review the Gartner report dated 15 October 2002 for details on the existing system.
