Description
This is a notice of intent to award a sole source purchase order to Dr. Svetlana Kotochigova of Rockville, Maryland for services to update several databases in the Physics Laboratory at the U. S. Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. This procurement is a continuation of services provided by Dr. Kotochigova under a previously awarded purchase order. The Government estimates that approximately 800 hours of Contractor effort may be required to perform the requirements of this procurement. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The authority for this sole source procurement is FAR Subpart 13.106-1(b), Soliciting from a single source. This procurement requires someone with expertise in Physics, computer programming (fortran, perl, korn shell, awk, sed, latex, and bibtex), and WWW database development. Dr. Kotochigova has a Ph. D. in Physics, and she has experience working with database systems of NIST's Physics Laboratory; she has experience and understanding of both Physics and WWW database development; she is an experienced programmer; and she is familar with the code that needs to be upgraded.Dr. Kotochigova has a PhD in Physics. In addition, she has had training in relativistic ab initio molecular structure calculations. She has made a unique contribution in this regard to the NIST Physics Laboratory program in atom cooling and trapping, and the applications of ultra cold atoms. Based upon the foregoing, NIST believes that Dr. Kotochigova is uniquely qualified to perform the requirements of this procurement. Specific tasks to be completed under this procurement are as follows: Task 1. Develop and update the X-Ray Form Factor, Attenuation, and Scattering Tables database currently residing at http://sed2.nist.gov/PhysRefData/FFast/Text/cover.html to add ?compound? and ?density? features. Needed interpolation routines must be included. (The Government estimates, but does not guarantee, that approximately 160 hours of Contractor effort may be required to perform the requirements of Task 1.) Task 2. Fully examine the existing fundamental constants Physical Laboratory WEB pages and develop a procedure to update the fundamental constants database. This task will require the Contractor to write new computer scripts and to modify existing computer scripts for retrieving new constants and references from the ?fundadj? directory located on the computer ?sed.nist.gov? Any computer documentation written will be in ASCII format and saved on the computer ?sed.nist.gov?. (The Government estimates, but does not guarantee, that approximately 320 hours of Contractor effort may be required to perform the requirements of Task 2.) Task 3. Develop and update a WEB database, on the computer ?sed2.nist.gov? using web development tools, of potential energy curves for the ground and excited states of Group II dimer molecules. This will require the Contractor to search for and compile a list of references, tables of potentials in both .html and ASCII formats. (The Government estimates, but does not guarantee, that approximately 320 hours of Contractor effort may be required to perform the requirements of Task 3.) All responsible sources may submit a response to this synopsis which, if received no later than 4:00pm Eastern Time on January 27, 2003, will be considered. Such a response must include a detailed written capability statement that addresses the technical requirements of this procurement, which the Government will evaluate. After receipt of any detailed written capability statements, the Government will determine whether this procurement will be competed or will continue to be conducted on a sole source basis. Responses which do not include detailed written capability statements will not be considered.
