Description
NASA/SSC plans to issue a sole source, firm fixed price contract to Anderson Greenwood, of Stafford, TX for an ASME Coded 5"X6"X6" 10,000 psi rated pilot operated relief valve for nitrogen, RP-1, hydrogen or oxygen service. Anderson Greenwood is the only known manufacturer with demonstrated experience in manufacturing valves for high pressure (greater than 6,000 psig) very large flow capacity (greater than 4" X 6") oxygen service conditions. The pilot operated relief valve under this procurement will be used to protect gas and cryogenic systems in the E Test complex from system over pressurization. The procurement of an Anderson Greenwood relief valve will also ensure compatibility with existing valves in service at SSC and enable the use of available spare valves and parts for maintenance and recertification. There will be only one award made for this requirement. This is a sole source commercial item acquisition under FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the supplies that will satisfy the Agency's requirements. This notice of intent is not a Request For Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. on January 24, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. The NAICS Code and Size Standard are 332911 and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. The anticipated release date of the RFO is on or about January 27, 2003. An Ombudsman has been appointed. See NASA Specific Note "B".
