Description
NAICS Code: 541620 The EPA intends to award a sole source purchase order to Dr. Jesse Ford at Oregon State University, Corvallis, OR. 97331-2147. Dr. Ford will be tasked with reviewing the fourth draft Arctic Monitoring and Assessment Programme (AMAP) heavy metals assessment; organizing peer review comments for incorporation into the final document; organizing figures, tables and data annexes for delivery to AMAP and providing editorial and logistical support to enable final delivery of the edited report. Dr. Ford is uniquely qualified to provide these services. She has been active in the field of airborne Arctic contaminants (heavy metals and organochlorines) since 1990. She contributed data to heavy metals chapter for AMAP Phase 1 and new data on persistent organic pollutants for Phase II. In 1999, Dr. Ford served as rapporteur for the EPA sponsored "Heavy Metals in the Arctic" international meeting in Anchorage, AK which formed the foundation for the AMAP Phase II international research plan. Her research results released in July 2001 on heavy metals enrichment from the Red Dog Mine haul road in Alaska for the U.S. National Park Service was of exceptional quality and has triggered significant governmental investigation. She is up to date on heavy metal research and has substantial experience in parterning on complex tasks with scientific teams. These factors make Dr. Ford capable of providing the expertise required by EPA to fulfill its obligations as lead agency in support of heavy metals under AMAP. This notice is not a request for proposal nor a solicitation for offers. However, any source believing itself capable of providing these services may submit a request for quote no later than 01/31/03. A determination not to compete the proposed purchase order is solely within the discretion of EPA. This acquisition is being processed under FAR part 13.
