Description
FISC Norfolk Detachment Philadelphia intends to extend its existing Fiscal Year 2003 Communication Service Authorizations (CSAs) with the respective regional telephone companies delineated herein for tariffed and non-tariffed telephone services in support of Base Communication Office (BCO) Pensacola, Florida; BCO Whiting Field, Milton, Florida; BCO Memphis, Tennessee; BCO Meridian, Mississippi; BCO Corpus Christi, Texas; BCO Kingsville, Texas; BCO Ingleside, Texas; and BCO Fort Worth, Texas. This extension will run through 30 June 2003 and will likewise provide for three (3) additional one-month option provisions through 30 September 2003. The applicable CSAs were initially issued pursuant to the Basic Agreements issued by the Defense Communications Agency (DCA) and include the following: DCA200-96-H-0069 (Bell South), DCA200-96-H-0011 (Central Telephone), DCA200-93-H-0018 (AT&T), DCA200-96-H-0098 (Gulf Telephone), DCA200-96-H-0023 (Millington Telephone Service), DCA200-96-H-0041 (Southwestern Bell Telephone), DCA200-92-H-0068 (GTE Southwest), and DCA200-97-H0015 (Valley Telephone Company). The class of acquisitions covered by this extension include but are not limited to interstate/intralata special access line charges, Ethernet services, outside cable plant leases and support services for the BCO?s previously listed. This action is required in order to provide for the continuity of services while this office pursues a competitive follow-on procurement pursuant to the policies contained in FAR Part 12, Acquisition of Commercial Items. The extension to the existing CSAs are for services that the Government intends to solicit and negotiate on a sole source basis pursuant to the authority at 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The suppliers referenced along with each DCA agreement are the only firms capable of providing the aforementioned services in their respective geographic regions. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Numbered Notes 26 applies.
