Description
Pursuant to OMB Circular A-76, on March 22, 2002, The Bureau of Reclamation made public notification of its intent to complete a streamlined cost comparison, by September 30, 2002, for all operations at the Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington. The streamlined cost comparison was completed on December 17, 2002, which led to a tentative decision by the Contracting Officer, on December 27, 2002, that the performance of the functions and the operation of the Fort Simcoe Job Corps Civilian Conservation Center should remain in-house (performance by Government Personnel). The announcement of the tentative decision provided for a twenty (20) day Public Review Period (PRP) wherein members of the public had a chance to review and challenge the documents that were used in the cost comparison. To be eligible for consideration, challenges to a tentative decision must (1) be in writing (no special forms required); (2) be submitted on time to the Contracting Officer by the end of the PRP; and (3) involve costing issues or issues of noncompliance with OMB Circular A-76 procedures that govern the Streamlined Cost Comparison process. The PRP ended on January 13, 2003 at 4:00PM MST. The Streamlined Cost Comparison process for Fort Simcoe Job Corps Civilian Conservation Center was not challenged during the PRP; therefore this notice affirms the Contracting Officer's Tentative Decision that the functions and operation of the Fort Simcoe Job Corps Civilian Conservation Center shall remain in-house (performance by Government Personnel). THIS IS THE CONTRACTING OFFICER'S FINAL DECISION regarding the streamlined cost comparison concerning public-private performance of all functions and operation of the Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington; performance shall remain in-house by Government personnel.
