- NA Project consists of constructing a Barracks Complex with Barracks, Soldier Community Building, Company Operations Buildings, Central Chiller Plant and construction of a new Electrical Substation. Supporting facilities include utilities, electrical service , exterior lighting, fire protection and alarm systems, paving walks, curbs and gutters, storm drainage. Anti-Terrorism/Force Protection includes structural enhancements and laminated glass. Duration of the project is approximately 540 calendar days. Es timated Cost Range: $25,000,000.00 to $50,000,000.00. The North American Industrial Classification System (NAICS) code applicable to this project is 236220. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. Offers f rom all qualified business concerns may submit offers. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. Fort Worth District?s goals are that a minimum of 5 7.2% of the contractor?s total intended subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned businesses); 8.9% of the total subcontracted amount be placed with small disadvantaged businesses; 8.1% of the total subcontracted amount be placed with woman-owned businesses; 3.0% for Service-Disabled Veteran-Owned Small Business; and 3.0% of the total subcontracted amount be placed with HUBZone businesses. Solicitation to be issued on or about 7 Apr 2003. Bid Openi ng on or about 7 May 2003. The plans and specifications have been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendment s shall be made through 3.5? diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor?s responsibility to check the follo wing address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://ebs.swf.usace.army.mil. Bi dders shall register themselves on the Internet to receive a copy of this solicitation (CD-ROM). NO EXPRESS MAIL PROCEDURES WILL BE UTILIZED ON INITITAL MAILING OF THE CD.
