Description
The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Janice C.McLoon, 8021 Waterview Court, Frederick, Maryland 21701, for purchasing professional support services for the Center for Information Technology (CIT), NIH. The services will be for a period of 12 months with one (1) 12-month option period. Specifically, CIT requires the specialized services of an individual with an expert knowledge and understanding of CIT's complex Information Technology (IT) management and budget activities who can successfully accomplish the following tasks: (1) Provide professional support services to the Deputy Chief Information Officer (CIO) and the Director, IT Policy and Review Office (ITPRO), CIT, (2) Prepare IT Systems Budget call memoranda and instructions for the Director, ITPRO, (3) Provide expertise to the NIH Institutes/Centers (I/C) budget contacts in the preparation of their NIH IT Systems Budget data, (4) Maintain a directory of NIH-Department of Health and Human Services (DHHS) database users and NIH desk officer assignments, (5) Provide administrative support to NIH IT Investment Review Boards, (6) Perform other related professional/business support tasks as required by the Project Officer. CIT has determined that Ms. McLoon possesses the unique combination of knowledge, skills, and understanding of CIT's complex IT management activities that are necessary to accomplish the specified tasks. She provided specialized IT budget and management expertise during the past ten years at NIH. She has a total of 37 years experience in IT policy, administration, procurement, operations and management. She served the last seven years as the principal staff person for the Office of the Deputy CIO (ODCIO) in the formulation and transmittal of the IT Systems Budget to DHHS and the Office of Management and Budget (OMB). In the area of IT budgeting Ms. McLoon has provided assistance to the NIH ICs in their preparation of the OMB Exhibits 53 and 300. She was the primary designer of a spreadsheet used to collect the IC budget estimates and formulate the NIH IT Systems Budget. DHHS IT staff adopted her complex spreadsheet for use by other DHHS Operating Divisions. She also assisted with various other budgeting processes including internal office budgets and Y2K. She approved and monitored supplemental Y2K funding and costs. Over the past three years, she has assisted NIH business managers and IT investment review board members on three (3) project reviews. She was the ODCIO support person to have first piloted and completed a project under the NIH investment review. Ms. McLoon has worked on a number of IT activities in addition to developing policy documents and reviewing agency procurement requests for Automated Data Processing (ADP) clearances and Delegations of Procurement Authority to procure IT resources. CIT has determined that based upon her previous experience and expertise, Ms. McLoon will not require orientation to CIT's IT management and budget activities, and is the only source with the unique qualifications who can successfully accomplish the specified tasks. This service will be procured under FAR Part 12, Acquisition of Commercial Items. This procurement is 100% small business set-aside. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the professional services as specified above. Responses should demonstrate the firm?s ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
