Description
SOURCES SOUGHT - This acquisition will be a 100% SMALL DISADVANTAGE 8a BUSINESS SET-A-SIDE. The Department of Interior/Govworks is seeking potential contractors on behalf of the Armed Forces Institute of Pathology, Walter Reed Army Medical Center, to provide facilities management support. Offerors must be able to qualify under NAICS Code 561210, Facilities Management. The Department of the Interior, Minerals Management Service intends to issue one indefinite-quantity, indefinite delivery (ID/IQ) type contract to develop and carryout a comprehensive preventive and predictive maintenance program for the Armed Forces Institute of .Technology, Walter Reed Army Medical Center. This requirement is being issued by GovWorks under the franchise authority of the Department of Interior (DOI) in accordance with FAR 13.5, Test Program for Certain Commercial Items. 1. Scope of Work - Provide services and personnel with the expertise to perform all operation, maintenance and repair tasks and functions for medical research facilities as defined in this Facilities Operations and Maintenance Plan (FOMP), services at the Armed Forces Institute of Pathology (AFIP), Washington, DC. All work will be performed to the standards of the contract. 2. Facilities - Walter Reed Army Medical Center has a requirement to develop and carryout a comprehensive preventive and predictive maintenance program for the Armed Forces Institute of Pathology. In addition, the Contractor will supply and manage the dedicated work force of specified size to perform maintenance and repair work. Facilities included in this contract include Walter Reed Army Medical Center Buildings 53 and 54, Storage Bunker at Rockville Annex and Forest Glen Buildings 509 and 510 Annex. The buildings, locations and square footage are identified at Appendix A. 3. Functional Levels - The Contractor will accomplish this task order using a contractor team to staff and manage four operations and maintenance functional levels as follows: The first function is to staff and manage an 8-hour, 6-day a week on site operation at Armed Forces Institute of Pathology and provide adequate management support to accomplish administrative tasks required by the task order. The second function is to develop and carry out a comprehensive preventive and predictive maintenance program. The third function is to staff and manage an unscheduled maintenance capability to perform repairs, maintenance. 4. Management Goals - The Contractor will ensure all work supports the management goals of the Institute and the AFIP Utility Management Plan requirements. This contract will support the goal of achieving and maintaining full College Applied Pathology (CAP), Command Logistics Review Team (CLRT) and Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) accreditation for laboratories and research facilities. Contractor must have the following qualifications: 1. Certified 8(a) Program (5 years). 2. 5 years experience with Hospital/Medical Research Building (400,000 square feet or more). 3. Experience with Computer Maintenance Management System, specifically DMLSS (Defense Medical Logistics Standards Support) MUST have training certificate). 4. Experience with MS Word, MS Excel, MS PowerPoint, MS Projects and MS Outlook 5. 2 years experience working with BL3 laboratory Air Handler. EVALUATION: Factors 1-7 are roughly equal to each other. 1. Past performances/references: The organization's history of successful completion of projects; history of staying on schedule and within budget; history of producing high quality reports and other deliverables. Please provide three references. 2. Management Team: the currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects is meant to convey similarity in topic, dollar value, duration and complexity; experience on other projects which may not be similar enough to include in response to (immediately above) but may be relevant. 3. Technical Proposal: Discussion of the background, objectives, and work requirements of the statement of work as analyzed by the Offeror; discussion of proposed methods and techniques for completing each task; discussions which supports how each task will be evaluated for full performance and acceptability of work from the offeror's viewpoint; discussion of any anticipated major difficulties and problem areas, along with potential recommended approaches for their resolution; and discussion on major logistical considerations. 4. Quality Inspection program. 5. Financial stability. 6. Facilities Management System experience (DMLSS). 7. Workmanship quality. How to respond: In order to compete for this contract, interested parties MUST demonstrate that they are qualified to perform the work by providing, a Capabilities Statement detailing; (1) your key personnel and program manager with their qualifications and specific experience; (2) your organization's experience on prior projects, including number of projects, complexity, dollar amount, and appropriate mix and balance of education and training of team members Supporting subcontractors, consultants and partners will be considered. Due Date: Capability statements are due in this office on or before 3:00 PM, January 29, 2003 and shall be via email at the address specified below, on or before 3:00 p.m. Eastern Standard Time, Wednesday, January 29, 2003. Also, the email submission shall include one sent to the address listed below. Following review of all Capabilities Statements, a list of those deemed to be the highest qualified shall be invited to review the facilities in preparation for a technical and cost proposal.
