- The response date for this notice, which was originally posted on November 13, 2002, has been extended from February 1, 2003, until February 7, 2003. The extension of the due date is the only modification to this notice. This is not a new presolicitation notice. The National Council on Disability (NCD) is interested in evaluating the design, production, marketing and sale of a number of technology products to determine whether the most commonly stated obstacles to technology accessibility (such as cost, difficulty and/or timing of built-in accessibility features) are supported by research. This study should look at a range of technology products and with respect to each product, examine cost effectiveness; consumer input at the design stage; the development process; customer use and perceptions; idiosyncratic and standardized industry protocols; and current business and industry practices related to universal design, as well as barriers to implementation. This study should examine the philosophical, economic, industry, and technological rationales that currently drive the development of universal design and document examples of successful and nonsuccessful practices. The evaluation will rely primarily on qualitative research strategies, although some quantitative research approaches may be relied upon for economic analysis involving cost data. The estimated contract period is 10 months. NCD will distribute its Universal Design Request for Proposals (RFP) to interested parties on December 18, 2002. NCD will expect interested parties to submit their responses by February 7, 2003. Copies of the RFP may be requested by mail or picked up at NCD on or after the issue date of December 18, 2002. All requests must reference the RFP number and title.
