Description
NASA/GSFC intends to extend the period of performance for support services from Scientific Technology Inc.,located 205 Perry Parkway in Gaithersburg, MD. The period of performance for the extension is April 1, 2003 through September 30, 2003. Scientific Technology Inc. supports the Global Learning and Observations to Benefit the Environment(GLOBE) project. GLOBE is a hands on program that joins students, educators, and scientists from around the world in studying the global environment. Scientific Technology provides support through a number of public-private partnerships, including those with 97 countries and approximately 150 organizations in the United States. Scientific Technology provides GLOBE-certified master trainers to support NASA, as well as, the provision of scientific instruments and supplies. These items are provided by the U.S. Government under its national and international partnership agreements. NASA is working to transition GLOBE via a competitive Cooperative Agreement Notice (CAN) to a cooperative agreement recipient. Any disruption to program operations during the transition period, could irreparably jeopardize the on-going success and even viability of GLOBE. The authority for this sole source is 10 U.S.C. 2304 (c) (1), Only One Responsible Source. NASA requires continuous and uninterrupted support for the GLOBE program until the follow-on cooperative agreement is awarded. Service provided by Scientific Technology Inc. is required to maintain continuity of service, and avoid substantial duplication of cost to the Government associated with awarding two competitive procurements for the same requirement. This duplicated cost is not expected to be recovered through competition. Unacceptable delays are also anticipated; any new contractor would have to implement new processes and standards for fulfilling the agency's requirements without the benefit of a long-term contract to amortize start up cost. There would be a significant learning curve and expense for another contractor to become capable of providing scientific instruments and provide training for NASA's partners. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time within 15days of the publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
