- This procurement was previously announced as BEP-02-28 and is now released formally by the Bureau of Engraving and Printing (BEP) as request for proposals (RFP) BEP-03-0020 for the operation of an industrial wastewater pre-treatment plant located at the Western Currency Facility (WCF) in Fort Worth, Texas. This procurement is 100% set-aside with regard to small business. The NAICS code is 561210 with a size standard of $23 million. The contract type will be firm-fixed price with time and material line items for reimburseable labor and materials, and award fee line items for each period of performance. Delivery shall be to the Bureau of Engraving and Printing Western Currency Facility, 9000 Blue Mound Road, Fort Worth, Texas 76131. The basis for award will be to the responsible offeror with favorable past performance whose proposal, while reasonable in price, is evaluated as the best overall value to the Government. Note: there will be no additional site visit beyond that held on October 15, 2003 as a pre-solicitation conference. As stated at the site visit, offerors are hereby provided an opportunity, by not later than January 24, 2003 to submit questions by e-mail or fax (fax number 202-874-2200) in regards to this solicitation. Changes made to the requirements documents originally posted on the Internet in October 2003 (performance-based work statement, performance summary and quality assurance surveillance plan) are noted in italic print in the revised documents posted with this notice. All interested parties are requested to submit a written proposal which will be considered by the agency. THE FOLLOWING APPLICABLE DOCUMENTS FOR SUBMITTING A PROPOSAL MUST BE DOWNLOADED FROM THE FEDBIZOPS WEBSITE. SF33, Work Statement Attachments A-M, Performance Work Statement (attachment 1), Performance Summary (attachment 2), Quality Assurance Surveillance Plan (attachment 3), and remaining contractual-related attachments 4-10. Proposals are due no later than 2 p.m. Feb 14, 2003. Only written, faxed, or e-mail responses will be honored. Written responses are to be sent to The Bureau of Engraving and Printing, 14th and C Streets, SW, Attn George Robertson, Room 705A, Washington, DC 20228. If hand-carried, proposals must be delivered to the employee entrance at Bureau of Engraving and Printing, 13th and C Streets, SW, Washington, D.C., call for pick-up at extension 43255 and wait with the proposal until it is picked up by a representative of the Procurement office. The Office of Procurement will not be responsible for proposals left unattended with the police officers. Telephone requests for a copy of the quotation or quotations by telephone will not be honored.
