Description
Provide the Space and Naval Warfare Systems Center Charleston (SSCC), Surveillance and Systems Engineering Department, Code 30, with Engineering and Technical Support Services that will include, but are not limited to the following functional areas: test and evaluation services, systems engineering and integration services, operational systems engineering support, systems acquisition support, logistics support services, configuration management, research and development, and documentation. The major tasks, program areas and systems serviced under this contract will include, but are not limited to: Air Traffic Control (ATC), Radiation, Detection Indication, and Computation (RADIAC), Meteorological and Oceanographic (METOC) Systems, Geospatial Information Systems (GIS), Electromagnetic Environmental Effects (E3), Navigation and Environmental Systems, Visual and Infrared Sensor Systems, Undersea Warfare, Ship?s Construction Navy (SCN), Ship Systems Integration, The National Science Foundation, United States Antarctica Programs, Homeland Security Initiatives, Modeling and Simulation (M&S), Bayside Support Center, Cypress Development Center (CDC), Operational Engineer Solutions (OES) Lab, the Integrated Product Center (IPC), Joint War Fighter Support (JWFS)for Special Ops. Command (SOCOM) and Joint Communications Support Element (JCSE), and Command, Control, Communications, Computers, and Intelligence (C4I) systems, subsystems and equipment. Primary places of performance are Charleston, SC and Tampa, FL; however, performance may be necessary in various CONUS and OCONUS locations as required by specific tasking contained in individual task orders. A Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (IDIQ) service type contract (with task orders), for a base year and four (4) one year option periods is anticipated. The North American Industry Classification System Code is 541330, with a size standard of $23M. Subject procurement is being solicited on an unrestricted basis, with an award to be made via full and open competitive proposals. It is anticipated that the solicitation will be available on or about 07 FEB 2003 on the SPAWAR E-Commerce Website, https://e-commerce.spawar.navy.mil. It is the responsibility of the interested parties to independently monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and applicable documents. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
