Description
The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement for medical records coding for the National Naval Medical Center, Patient Administration Department, 8901 Wisconsin Avenue, Bethesda, MD 20889. This requirement is unrestricted, full and open competition. The Federal Supply Code (FSC) is Q999 and the North American Industry Code (NAICS) is 514210. FAR Clause 52-217-8 Option to Extend Services (Nov 99) and FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) will be included. The contract period of performance will be from 1 MAR 03 to 30 September 2003 with three (3) one year option periods. The offeror shall provide on-site services for the coding of diagnoses and procedures in patient medical records. The offeror will be required to utilize the official version of the International Classification of Diseases, Ninth Revision, Clinical Modification, issued the by the U.S. Department of Health and Human Services (ICD-9-CM) and Current Procedural Terminology, Fourth Edition (CPT-4) published by the American Medical Association. In addition, the offeror?s staff will be required to reference the official ICD-9-CM guidelines for coding and reporting approved by the cooperating parties (American Hospital Association, American Health Information Management Association, Health Care Financing Administration, now CMS, the Centers for Medicare & Medicaid Services and the National Center for Health Statistics), the AHA?s Coding Clinic for ICD-9-CM, the AMA?s CPT Assistant publication and National Naval Medical Center?s Specific Coding Guidelines, to ensure accurate assignment of codes. This acquisition is being conducted using the Test Procedures for Certain Commercial Items defined in FAR 13.5. Under these procedures the government (1) is not required to determine a competitive range; (2) is not required to hold discussions; and (3) is not required to provide offerors with an opportunity to submit final revised proposals. This award will be made to the offeror, consistent with the requirements of the solicitation, who is determined to provide the lowest cost, technically acceptable offer to the government.
