Description
NA This procurement is for the solicitation of a firm fixed-priced contract to design and construct a 3300 square foot Defense Courier Service (DCS) Facility at Dover AFB, DE to include a 1,782 square foot Sensitive Compartmented Information Facility (SCIF) f or storage of classified equipment. The facility shall be a single story masonry building with standing seam metal roof and concrete foundation (floor level at height of standard tractor/trailer) with brick exterior and shall include fire suppression and detection systems, communications, CCTV, intrusion detection and security systems. The following utilities shall be provided from nearest tie-in points: electric, water, sanitary and storm sewers. Gas and communications lines (sized as determined by DCS Contractor?s design) will be provided to building exterior by the government. Building shall meet DOD minimum-security standards for anti-terrorism/force protection. This is a best value procurement and the Source Selection Evaluation Factors are (1) te chnical (listed in descending order of importance): Factor 1, Design Drawings; Factor 2 ? Prime Contractor Relevant Experience; Factor 3, Prime Contractor Past Performance; and Factor 4 ? Prime Contractor Superintendent and (2) price. Technical and price are approximately equal in weight. Detailed evaluation criteria will be listed in the RFP package. The government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other tha n the lowest price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the greatest value to the Government. Proposers are advised an award may be made without discussion or any contact concerning the proposal received. The NAICS Code for this project is 236220 and the small business size stan dard is $28.5 million. Issue date for the request for proposal is on or about January 30, 2003 with proposals due by 4:oo p.m. EST on or about March 3, 2003. The contract duration is 380 calendar days after receipt of notice to proceed. This project will be funded with unspecified military construction funds. The statutory limit for new construction using these funds is $1,500,000.00 to include the design-build cost and all Government costs for oversight). This procurement is advertised as unrestricted. Solicitation documents will be available for viewing, printing or download from the Internet at the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitation. The official media of distribution for this solicitation is WEB-ONLY. No written or faxed requests will be accepted. Interested contractors should register on the web page. If any registration information changes during the advertisement period, contractors are responsible to make changes to their user profile o n the Internet. Failure to make changes in their user profile may cause a delay in receiving notification of the solicitation and amendments. Bidders are responsible for printing paper copies of the solicitation. All amendments to this solicitation will be posted to the Internet at the above address. Hard copies of the amendment will not be furnished. It is the bidders responsibility to monitor the web page for any amendments to this solicitation. The contractor must be registered in the DODs Central C ontractor Registration database as required by DFARS 204.7300 and comply with VETS-100 annual reporting as required by FAR 22.1310(b) prior to award. Instructions will be included in the solicitation package. Liquidated Damages will be specified. Davis Bacon rates will be applicable and insurance and bonding is required.
