- Description
- The Transportation Security Administration (TSA), an agency within Department of Homeland Security (DHS) seeks qualified firms to provide a full range of Training and Quality Performance (TQP) services. The TSA workforce is currently statutorily established at 45,000 Full Time Equivalents (FTE) located throughout the nation, including all fifty (50) States, the District of Columbia, the U.S. Virgin Islands, Puerto Rico, Guam, American Samoa and the Northern Mariana Islands. There will be a higher number of actual employees due to part-time personnel. Attrition among Security Screeners (approximately 45,000) who make up the largest employee group is anticipated to be 25% per year. As TSA's responsibilities change to include other modes of transportation, the numbers may change. The Contractor shall be required to meet or exceed legislative requirements of the Aviation and Transportation Security Act (ATSA), Pub. Law 107-71, as amended by the Department of Homeland Security Act, Pub. Law 107-296. The Training services to be provided include the TSA Federal Security Training functions but not exclusively, Security Screeners, Federal Air Marshals, Federal Flight Deck Officers, Crew Member Self Defense, Security Enforcement and Anti-Terrorism training. TSA seeks a firm with a demonstrated history of integration experience and successful implementation and program management of projects of similar scope and magnitude. The firm must have the capability to develop various partnerships with industry?s experts in the areas discussed below. TSA, as an agency within the DHS, reserves the right and flexibility to place task(s) performed by the contractor for other DHS agencies, or other Federal agencies. These tasks will be funded by other DHS or Federal Agencies. The Statement of Qualifications must demonstrate the ability to: 1) Deliver expert and qualified instructional and tactical training that will focus on but is not limited to the following areas and disciplines -- Passenger Screening; Baggage Screening; Federal Flight Deck Officers, Federal Air Marshals and Security Enforcement training. 2) Provide assistance to TSA in the design, development and/or implementation of: (a) Transportation security training standards and curricula; (b) Training tests, assessments and evaluations; (c) Certification programs to include developing and validating testing modules; (d) Curricula that support synchronous and asynchronous learning applications and training management processes; (e) Training policy, products and processes; and (f) X-ray image interpretation software that mimics the operation and mechanics of all x-ray machinery used in TSA field operations. 3) Data Management. Utilize TSA?s Learning Management System (LMS) to maintain all necessary training records, e.g., certifications, test results, classroom training completion results, and end of course evaluations. Configuration, customization, and expansion of TSA?s existing implementation of the Plateau LMS software may be required. 4) Provide facilities and equipment to support the delivery of all aspects of training to include fully equipped classrooms, practical demonstration labs and all required training aids. Classrooms and/or conferences may be required on a short or long-term basis. Coordinate with TSA to provide secure Internet access to all classroom computers via a connection capable of transmitting state of the market Internet technologies to include streaming videos. Provide capability to refresh and maintain contractor provided training room equipment and technologies. 5) Provide an integrated enterprise Help Support or Customer Assistance Center for a variety of programs as discussed above. 6) Program Management Support Services to include, but not limited to, the analysis and design, development, and implementation of training and performance support systems. Provide consulting and practical expertise to assist TSA subject matter experts (SME) in the analysis, design and development of business areas by providing alternate means to develop and train employees. 7) Provide a single point of contact for Quota and Seat Management to accommodate effective classroom usage for all training requirements. Design, develop and implement a process to identify the allocation of classroom seats, logistics, and student information for standard and recurring training requirements. Provide coordination with internal stakeholders, field activities and airports to identify the recurring attrition training needs. 8) Communication and Marketing: Develop and implement plans, processes, and activities to communicate and market TQP objectives, methods and tools to TSA workforce ? executives, managers, supervisors and employees. The Offeror will operate on a national as well as regional level, including all fifty states, the U.S. Virgin Islands, Puerto Rico, Guam, American Samoa and the Northern Mariana Islands. The Offeror must submit a qualification statement, not exceeding ten (10) pages, that identifies: a) Two (2) contracts of similar scope and magnitude that the Offeror performed as prime contractor for integration. Similar scope and magnitude is defined as nationwide implementation of a contract supporting a minimum of 30,000 employees. Provide the name of the customer(s), name(s) and telephone number of the point of contact, and identify whether it was a Government or commercial entity; b) Two (2) contracts of similar scope and magnitude that the Offeror performed as prime contractor or subcontractor for training. Similar scope and magnitude is defined as nationwide implementation of a system. Provide the name of the customer(s), and name(s) of the point of contact, with telephone number. Identify whether it was a Government or commercial entity; c) Offeror?s demonstrated capability to meet all qualification requirements set forth herein; d) General Corporate capabilities, to include, but not limited to: length of time in business, number of employees, and locations nationwide. A Government Team will evaluate the qualification statements received and will determine which submissions meet the Government's need/requirement, as stated above. Offerors who meet the TSA's minimum need/requirement will be included in the bidders mailing list. Offerors, who demonstrate they meet TSA's minimum needs/requirements, will be added to the bidders list further consideration. Responses may be submitted to Mr. Joseph L.
