Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is seeking proposals for the AHRQ Publications Clearinghouse. The Clearinghouse stores and distributes all agency publications and exhibits, and maintains and manages the AHRQ automated mailing list and keys. The Clearinghouse also manages and maintains a cost recovery system for certain publications. The services to be provided under the contract will help to ensure the timely dissemination of AHRQ publications to the public. The types of services required are: (1) provide and maintain staff, facilities and equipment for all clearinghouse operations, (2) maintain and utilize automated mailing/inventory control system developed by AHRQ, (3) maintain and update mailing lists, (4) respond to telephone, TDD hearing impaired, mail and facsimile and electronic inquiries for publications, (5) perform direct mailings, (6) operate a cost recovery system for publications offered for sale by the agency, (7) provide AHRQ exhibit services, (8) provide publication storage, distribution and inventory control, and (9) provide courier service related to the clearinghouse. The clearinghouse shall be capable of handling a sustained demand of up to 25,000 calls and 25,000 letters (normal peak levels) per week. This solicitation will contain a mandatory qualification requirement, which is: The contractor?s facilities shall be within the Washington, D.C. metropolitan dialing area and within 1.5 hours commuting time to provide for consultation and coordination in all matters related to the operation of the Clearinghouse. It is anticipated that one, cost-reimbursement-plus award fee contract (performance-based service contract) will be awarded for a period of five years beginning on or about May 2003. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) Code is 561110 for Office Administrative Services, Size Standard $6.0 million. This advertisement does not commit the Government to award a contract. The solicitation and any documents related to this acquisition will only be available by downloading from the Internet on AHRQ's site at http://www.ahrq.gov. Once in AHRQ's homepage, look under "Funding Opportunities" and then "Contract Solicitations." This will take you to a list of all current solicitations. Double-click on the solicitation and you will be given a short synopsis of the solicitation and downloading instructions. It is the offeror's responsibility to routinely monitor AHRQ's Internet site for the release of the solicitation and any subsequent amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and any subsequent amendments. Since it is not known who is downloading the solicitation, no bidders list will be available.
