- This notice serves two purposes: first - to request capability statements from qualified small businesses, and; second - to notify the public of this office?s intent to proceed on a sole source basis if, after review of any capability statements received, it is determined that two or more qualified small businesses do not exist that can perform this work. The Idaho Operations Office (ID), Department of Energy (DOE), intends to issue a sole source contract modification under the authority of FAR 6.302-1 to Washington Group Inc. DOE seeks to identify any qualified small businesses capable of performing the work and also meet the publication requirements of FAR 6.302-1 and FAR 5.201. Contract DE-AM07-99ID13675 is an indefinite delivery, indefinite quantity (IDIQ) contract with a current contract ceiling of $5 million and performance end date of May 2004. ID intends to issue a contract modification to increase the contract ceiling to $15 million, which will allow ID to issue task orders for conceptual design services to support the Sodium Bearing Waste Treatment Facility (SBWTF) Project. The SBWTF Project is part of the Idaho National Engineering and Environmental Laboratory (INEEL) Tank Farm Closure Project. The Tank Farm Closure Project provides for activities to comply with the 1995 Settlement Agreement among the State of Idaho, the Department of the Navy, and the DOE. Under the Agreement terms, treatment of 900,000 gallons of sodium bearing waste is to be completed by December 31, 2012. The SBWTF Project includes the design and construction of a SBWTF and the project will be developed in accordance with DOE Order 413.3, Program and Project Management for the Acquisition of Capital Assets. Several technologies are being reviewed and down-select procedures will be used to identify a primary and one alternate treatment method. Conceptual design services task orders to be issued against contract DE-AM07-99ID13675 are needed in order to obtain information that will be included in DOE Order 413.3 Critical Decision -1. The conceptual design tasks must be completed by November 2003. The task order(s) are for a conceptual design based upon a Direct Evaporation process. The conceptual design must be performed in accordance with a quality program complying with the requirements of ASME-NQA-1-1997, Quality Assurance Requirements for Nuclear Facility Applications. Pending development of a Hazard Category Assessment for the facility, it is assumed that the Hazard Category is "2." The facility conceptual design must also be in accordance with the technical and functional requirements for the treatment alternative; comply with the Waste Isolation Pilot Plant (WIPP) waste acceptance criteria for both contact-handled and remote-handled waste; and meet safety and health requirements contain within the DOE Architectural and Engineering Standards (http://www.inel.gov/publicdocuments/doe/archeng-standards/default.shtml). The conceptual design deliverables for the task order will include a work plan; siting study; process flow diagrams and major equipment sizing; cost estimating; trade-off studies; facility plans and sections, equipment layouts, and remote maintenance concepts; risk assessment report; and draft and final engineering conceptual design reports. Contract DE-AM07-99ID13675 resulted from a competitive solicitation issued in accordance with FAR 36.3 and DOE Acquisition Regulation (DEAR) 936.3. (ID anticipates issuing a competitive follow-on IDIQ A-E services solicitation during FY 2003 or 2004.) The A-E concern used to provide conceptual or other design services will be precluded from bidding on construction projects related to the SBWTF Project. In order to support the Justification for Other than Full and Open Competition by FAR 6.303, ID seeks to learn whether small business A-E concerns ($4M aar, NAICS 541330) are capable of performing the stated conceptual design services. Minimum A-E qualifications are those stated in FAR 36.6 and DEAR 936.6, including demonstrated professional qualifications; specialized experience and technical competence in the type of work required; experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; capacity to accomplish the work in the required time; past performance on contracts of similar magnitude in terms of cost control, quality of work, and compliance with performance schedules; knowledge of the locality of the project (INEEL, Scoville, Idaho); volume of past and present workloads; reputation and standing of the firm and its principal members; and specific experience and qualifications of personnel proposed for assignment to the project, including project management skills and experience in working as a team. Ability to obtain INEEL site access is required. All interested persons may identify their interest and capability by electronically submit a capability statement to T. Wade Hillebrant, Contracting Officer, at hillebtw@id.doe.gov, no later than January 21, 2003. Statements must not exceed a one-page cover letter plus five additional pages describing the minimum A-E qualifications described above and the ASME-NQA-1-1997 compliant quality assurance program. All information must be furnished at no cost or obligation to the government. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received by January 28, 2003. A determination by the government not to compete these proposed task efforts based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone inquiries will not be accepted.
