Description
The National Oceanic and Atmospheric Administration (NOAA), NESDIS/NGDC proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Operational Systems, Inc. (OSI) for software development on the SABR CLASS Integration Project. This project involves the integration of two extremely complex satellite data processing and archive software systems written in multiple languages including C, C++, FORTRAN, PERL, and Java, and utilizing a number of database and web technologies. OSI was responsible for development of and provides maintenance for the current DMSP data processing system DDS Basic and a primary focust of this project will be to extend the DDA Basic processing capabilities by integrating it with the current CLASS code base developed separately in NESDIS. Additionally OSI has extensive experience with the CLASS code and experience operating a CLASS developmental node. Development on this project will include: 1) design and description of the CLASS-DDA Basic integration strategy; 2) development of multi-tier designs for SABR-CLASS integration; 3) documentation and analysis of the current DDA Basic system; 4) documentation and analysis of the current CLASS system and proposed future changes to same; 5) modification of DDA Basic to meet integration neeeds; and 6) modification of the CLASS software to integrate DMSP and SABR capabilities. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. Based on OSI's extensive work and familiarity with DDA Basic and CLASS and because OSI is upgrading and extending its own product, this notice is for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement woulf be in the Government's best interest and must address qualifications pertinent to this requirement.
