Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. [FAR Internet Reference: http://www.arnet.gov/far] This announcement constitutes the only solicitation; proposals are being requested and a written solicitation "will not" be issued. This solicitation, is issued as a request for proposal (RFP). Reference Solicitation No. 015-M-APHIS-03. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2001- 10. This acquisition is set aside exclusively for small business. The applicable NAICS code is 325414. The size standard is 500 employees. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Texas Boll Weevil Eradication Foundation has a requirement for a guaranteed total of 505,700 boll weevil traps in accordance with specifications herein. Delivery shall be f.o.b. destinations to four (4) locations in Louisiana and one (1) in New Mexico as follows: 57,600 Each to Louisiana Department of Agriculture Forestry, 515 Forestry Road, Woodworth, LA 71485; 57,600 Each to Louisiana Department of Agriculture Forestry, 1685 Martin Luther King Drive, Jonesville, LA 71343; 172,800 Each to Louisiana Department of Agriculture Forestry, 150 Guice Road, Winnsboro, LA 71295; 115,200 Each to Louisiana Department of Agriculture Forestry, 850 Hwy 80 East, Monroe, LA 71203, 96,800 Each to Louisiana Department of Agriculture Forestry, 10356 Hwy. 17, Oak Grove, LA 71263; and, 5,700 Each to USDA, APHIS, PPQ, 270 South 17th St., Las Cruces, NM 88005-4146. The contract award shall include unilateral options to purchase up to 25% (125,000) additional traps for delivery to locations within the States of Louisiana, New Mexico and Oklahoma. The unilateral option to purchase additional traps shall be effective for 60 days from date of award. DELIVERY REQUIREMENTS: Delivery of the guaranteed quantities shall be made to the aforementioned to Las Cruces, New Mexico on or before February 14, 2003 and the locations in Louisiana on or before March 15, 2003. Optional quantities shall be delivered within 60 days after receipt of a contract modification with funding for the additional quantity. Description: Boll Weevil Traps are made up of three parts; base, cone and cylinder. Base Specifications: (1) Smooth surface on the interior for easy bar coding, (2) UV protectant and stabilizers to prevent fading or become brittle in the field, (3) Has nail head "X" slot and holders for bamboo reeds, (4) Tie down holes for a Zip Strap to keep trap attached to reed bottom of trap, (5) polypropylene base, (6) Diameter-upper 3,4"/8,5 cm, Diameter-lower 4.5" / 11.4 cm, height 5.5" / 14 cm, weight 59 gm. Cone Specifications: (1) Locking system to base, (2) Locking system to cylinder, (3) one piece construction, (4), easy to clean out, (5) rust proof, (6) plastic screen light weight, which permits entire trap to float in water, (7) Plat area where cylinder attaches to cone, (8) Polypropylene cone section, (9) Diameter-upper 0,3" /0,5 cm, Diameter-lower 4.5" / 11.4 cm, height, 4,0" / 10,5 cm, weight 21 gm. Cylinder Specifications: Must have one-piece capture cylinder, (2) positive cylinder locking system with cone, (3) one piece construction, (4) acrylic capture cylinder, (5) four holder clips for pheromone, (6) one holder slot for "cube" insecticide dispenser, (7) two slots for boll weevil refuge and tamper indicator, (8) Diameter-upper 1,75" / 4,5 cm, Diameter-lower 2.2" / 5.7 cm, height 2,5" / 5,8 cm, weight 20 gm. EVALUATION FACTORS FOR AWARD: Award will be made to the responsive and responsible offeror representing the best value to the Government based on (1) the ability to meet the required delivery terms, (2) past performance, and 3) price and other price related factors. For the purpose of this solicitations, the ability to meet or exceed required delivery terms and price and other price related factors are equally weighted and slightly more important than price and other price related factors. The following FAR clauses and provisions are incorporated into this solicitation by reference and are in full force and effect - FAR 52.212-1, Instruction to Offerors---Commercial, FAR 52.212-3, Offeror Representations and Certifications---Commercial Items (Offerors shall include a completed copy of FAR 52.212-3 with their proposal), FAR 52.212-4, Contract Terms and Conditions---Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders---Commercial Items.
