Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) and the solicitation number is M6700103Q0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-11. The proposed acquisition is a small business set-aside. The standard North American Industry Classification Systems (NAICS) for this procurement is 811198 and the small business size standard is $5.0 million dollars. The resultant contract award will be for a firm fixed price contract. This contract will be for a one-year period. Contractor shall pick up Cummins Model 6BTA5.9-M2 300 horsepower marine engines, quantity of 20, located at Building FC286, General Support Maintenance Company, 2nd Maintenance Battalion, Camp Lejeune, North Carolina. The engines must be refurbished, remanufactured, and rebuilt to manufacturer?s specifications. The rebuilt engines will be delivered to Camp Lejeune, NC, F.O.B. Destination Performance Requirements: Services. The contractor shall provide all services to transport and completely remanufacture engines for the Riverine Assault Craft (RAC). The Contractor shall be an authorized Cummins Marine dealer and repair facility. Only genuine Cummins parts shall be used. All worn parts of the engine shall be replaced with new parts. Parts to be used shall include, but not be limited to: new blocks, new pistons, new heads, new crankshafts, new turbo, new injectors, new seawater pumps, new c ramshafts, new bearings, new supply pumps, new hoses and gaskets, new fresh water pumps, and new oil front covers. All contaminates shall be drained and the engine shall be cleaned and tested to ensure proper operation. All replacement parts shall meet or exceed the manufacturer?s specification. The Contractor shall provide the specified functions to meet the manufacturer?s current equipment specifications. The Contractor shall honor the manufacturer?s warranty on all parts./Transportation. The Contractor shall, upon notification by the Government, pick up the engines at the Repair Issue Point (RIP), Building FC281. The Government will provide necessary equipment and labor to load and unload the engines from Contractor vehicles. Engines shall be picked up within 24 hours of notification, weekends and Government holidays excluded. Upon completion of the repairs the Contr actor shall return the engines to the RIP. No additional charge shall be assessed to transport the engines to and from the RIP./Hours of Operation. Pick up and deliveries shall occur between the hours of 7:00 am and 5:00 p.m., Monday through Friday except federal holidays observed by this base or by mutual agreement between the CONTRACT ADMINISTRATOR and the Contractor./Facility. The Contractor?s facility must be located within a 50 mile radius of Camp Lejeune./Personnel Qualification. The Contractor shall have at least five years experience with remanufacturing of marine engines and specifically with the Cummins engine identified above. All technicians must be certified by Cummins Engines. The Contractor shall provide proof of qualifications upon request by Government officials./Repair Schedule. The Contractor shall complete all repairs within 50 days of pick-up of the engines. The Contractor shall coordinate with the Government technical representative to arrange a mutually agreeable delivery time./Work Tickets. A work ticket for each service shall be submitted to the Government Technical Representative upon completion of the service. The work ticket shall have clearly marked spaces for the following information: Contract/Order Number/Date/Time of service request/Engine type and quantity/Description of Service Performed/Building Number/Serviceman?s Printed Name and Signature/Activity Representative?s Comments ( )Work Satisfactory ( )Work Unsatisfactory/Activity Representative?s Printed Name & Signature/Phone No./Date & Time. THE GOVERNMENT INTENDS TO ISSUE ONE (1) AWARD. Quotes other than F.O.B. Destination will be rejected. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement ( DFARS) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offers/Commercial Items; FAR 52.212-3 Offeror Representations and Certifications / Commercial Items; FAR 52.212-4 Contract Terms and Conditions / Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statures of Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.212-70001 Contract Terms and Conditions Required to Implement Statutes or Executive Payments Program Certificate, DFARS 252.225-7000 Buy American Act Balanced of Payments Program Certificate, and DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items./OFFEROR SHALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 AND DFARS 252.225-7000 WITH THEIR QUOTE. The Offeror is required to provide their Contractor?s DUNS Number and Commercial and Government Entitiy (C AGE) code with their quote. The CAGE code entered must be for the name and address provided by the Contractor. DFAR 252.204-7004 (MAR 2000) Offerors are required to be registered in the Central Contractor Registration database (CCR). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. Evaluation for award will be based on price and past performance. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Also submit two (2) references for contracts you have performed within the last three years that are similar to this requirement. Provide name, address, and telephone number of persons we may contact. Government reference s are preferred however, you may list Federal, State, or private contracts if a Government reference is not applicable.
