- NA This Pre-Solicitation Notice is issued under the authority of FAR 15.202, Advisory Multi-Step Process. The U.S. Army Small Computer Program (ASCP), in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial C ontracting Center (ITEC4), is seeking qualified contractors to support the Army enterprise infrastructure and infostructure goals with information technology (IT) equipment that meets the definition in FAR 2.101 for commercial item, as well as IT support s ervices worldwide. There are two Functional Areas (FA), FA-1 - Enterprise Hardware Solutions (EHS) and FA-2 - Enterprise Mission Support Services Solutions (EMS3). The Army intends to award separate multiple-award, performance-based, Indefinite Delivery/ Indefinite Quantity contracts with a base year and four one-year options for each of the two FAs. The government's intention is to conduct this acquisition under Federal Acquisition Regulation (FAR) Part 12, Commercial Items for FA-1, and FAR Part 15 for FA-2. The Army anticipates that up to five awards will be made under each functional area. The Army intends to reserve one award for small business under FA-1, and up to two awards under FA-2. The SIC and NAICS codes for the acquisition are SIC code 481 3 and NAICS code 517110 (telecommunications networks, wired) with a small business size standard of 1,500 employees. Contractors will be required to support up to SECRET security clearance. Some tasks may require TOP SECRET and Sensitive Compartmented In formation. It is estimated that FA-1 total value is $400 million and FA-2 is $400 million. It is anticipated that this acquisition will be performance-based. Performance-based contracting (as described in FAR Part 37.6) is the preferred method for acquir ing services, including those acquired under supply contracts.
