Description
The Federal Emergency Management Agency (FEMA), U.S. Fire Administration (USFA) has a requirement to determine usability problems with the USFA web site (www.usfa.fema.gov) so that priorities for a future redesign to correct deficiencies and weaknesses may be set. The result of the study will be incorporated into any future redesign efforts undertaken by FEMA's designated Internet services provider, Verizon Federal. Areas to be assessed include user experience, interaction design, and accessibility under Section 508 of the Rehabilitation Act. The USFA website has been in existence since 1995. It currently receives an average of 9 million hits and 275,000 visitors per month. A wide variety of information is contained on the site, e.g. National Fire Academy training schedules and course materials, publications, fire safety tips and fact sheets, press releases, statistics, product and equipment recalls, project descriptions, etc. (The site also contains a Kids Page that will not be considered under this Statement of Work.) There are 3,400 HTML pages (using a Cold Fusion template and CSS) and six Cold Fusion database applications, including an online publications shopping application, with several others in development. A content management system is not used. The site uses an Inktomi search engine and Lyris ListManager for e-mail list subscriptions. 85% of site visitors use Internet Explorer and 7% use version 4.0 or older browsers. This requirement is 100% Small Business set-aside. The NAICS code is 541519, Other Computer Related Services, and Small Business Size Standard is $21 Million [average annual receipts for three preceding fiscal years]. It is anticipated that a firm-fixed price purchase order will be awarded using simplified acquisiton procedures (under $100,000). The award will be based on "Best Value" to the Government, in accordance with the evaluation factors set forth in the Request for Quotation (RFQ) package. Quotes will be due 02-24-2003.
