- BACKGROUND: The Federal Deposit Insurance Corporation (FDIC) is seeking sources indicating interest in providing Information Technology (IT) support for FDIC's Internet Program which includes Web product design and development, technology assessment, technical support, and management of FDIC's external Web site, WWW.FDIC.gov (hosted onsite). This is not a request for competitive proposals. Companies are invited to submit information describing their experience and their capabilities with regard to the requirements listed below. This information will be used to create a list of qualified and interested vendors for a future solicitation. FDIC's Internet program is centralized and managed by staff assigned to the IT department of the agency. This group oversees policy, standards, introduction of tools and technologies, strategic direction, and integration of all Web components comprising the architecture for FDIC's Internet, Intranet and Extranet platforms. In addition, they manage the publishing process for all information on the agency?s external site. The overall responsibilities of this group include the following: Coordinates, integrates and makes recommendations for the FDIC Web Architecture & Infrastructure (Internet, FDICnet, Extranet); Acts as Consultant and Expert Adviser on Web technologies, technology forecasting and implementation strategies for the FDIC environment; Provides strong Client Support and Customer Project Management for Web information products and projects (development of Web sites, content and web-enabled applications) using tools and technologies such as the following: Authoring: HTML, DHTML, PDF, XML, CSS, VBScript, Perl; Programming: ASP, XML, ActiveX, API, Java, JavaScript, JSP, Visual Basic, Visual Interdev, VBScript, Perl, CGI, Visual C++, J++, MTS, COM/DCOM, SQL Server, DB2, E-commerce, EDI, Database access, ODBC-to-Web Solutions, Publishing, Workflow, Document Management using Documentum; Web Software and Technologies: recommendation, selection, evaluation, installation, configuration, troubleshooting, maintenance and support; Operates and supports lab environment for testing new tools and technologies; Develops, recommends and enforces policy, procedures, and standards for web development; Maintains FDIC's Internet and Intranet Web sites; Provides expert advice in Web site layout and design, information mapping, and site usability, taking into consideration graphics, organization, design, content display, accessibility, and navigation; Provides Web graphics and multimedia development and support -Monitors Web operations including trends, statistics, performance, link validation, provides troubleshooting support; Web Security (analysis, access, web technologies); Sponsorship of agency Web initiatives such as Section 508 (Accessibility), Privacy, redesign of internal and external sites, etc.; Communication, demos, training for developer and end user clients. REQUIREMENTS: Responses are limited to 20 pages and should be provided in Microsoft Word format and must address experience and capabilities in the following areas: 1. Web Site (content) and Web application system development incorporating usability standards and industry design principles. 2. Developing Web products in compliance with Section 508 of the Rehabilitation Act Accessibility. 3. Security - Development and management of secure Web architecture and services in G2C, G2G, and G2B environments; Protection of offsite vendor resources from virus attacks and other security vulnerabilities while connected to a client?s network (procedural and systemic). 4. Managing the strategic direction of Internet technology (Web tools, Web application architecture, component integration, Web Services) for a client including research, testing, selection and configuration of software components. Please provide client name and references where these services have been provided. 5. Development in a Microsoft environment using tools and technologies described in Attachment A below. 6. Description of similar contracts with other Federal agencies, citing deliverables and names of agencies. 7. Managing an external Web site for a company or Federal agency. Please include description of sites that includes technologies, deliverables, traffic volumes and URL(s). 8. Capabilities to support the expansion of e-government, highlighting best practices in the areas of measuring success of e-government initiatives, aligning initiatives with agency's enterprise architecture, and transforming business processes. Describe past performance activities that supported the requirements of the Government Paperwork Elimination Act (GPEA). 9. Please indicate in your response if your services are available on the GSA schedule and include the URL of your company's Web site. Firms responding to this announcement which fail to provide the required information may not be considered for inclusion into any resulting source list. A response to this request for information does not guarantee that a firm will be solicited on any solicitation issued as a result of this request for information. This Notice does not commit the FDIC to include respondents on a source list, to issue a solicitation, award any contract, or to pay any cost incurred related to submission of information in response to this Notice. FDIC may solicit some, all or none of the respondents for the proposed requirement described herein. DELIVERY OF RESPONSE: Responses are due no later than 3:00 PM Thursday January 23, 2002. Facsimile and telephone responses will not be accepted. All Responses shall be clearly marked on the outside to identify it as a Response to Notice #03-00017-P-J8 and be delivered to the following address: Federal Deposit Insurance Corporation, L. This includes Responses sent by regular mail, express delivery mail or those hand-delivered by the Respondent or private courier. When hand-delivering proposals, Respondents are advised that they or private couriers will be initially met by the Security Officer in the Lobby of the L. William Seidman Center and then re-directed to hand-deliver the proposals to a different location in the building for delivery and date/time receipt purposes. Therefore, Respondents should allow for at least an additional hour for delivery prior to the scheduled closing.
