Description
The Naval Undersea Warfare Center intends to award a 5 year Cost Plus Fixed Fee contract for services to provide the Fleet with life cycle support (maintenance) of electronic warfare onboard trainers on a sole source basis to Research and Development Solutions, Inc. (RDSI), McLean, VA, a small, disadvantaged business. The basis for the sole source is that RDSI is the only company that possesses the knowledge, expertise, design criteria, schematics, and source code to maintain the Submarine Advanced Signal Training System (SASITS). The preponderance of the design material, schematics, and source code is proprietary and held only by RDSI. The subject procurement is for installation, repair and maintenance, integration, prototyping, distribution, management of inventory assets, modernization, planned future replacement systems, and total Integrated Logistic Support (ILS) for the SASITS. The estimated Level of Effort is 65,726 hours. The categories of labor are: (KEY) Engineer, Electrical/Electronics IV; (NONKEY) Manager, Program/Project II; Engineer, Electrical/Electronics III; Analyst II; Engineer, Design IV; Technician, Engineering III; Technical Writer, Supervisory; and Administrative Assistant II. This is a follow-on to contract number N66604-00-C-0180, which was awarded to RDSI on 06 April 2000. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS: 541330.
