Description
The Department of the Interior, Minerals Management Service intend to make a time and materials, sole source award to Avtel Services. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the US Army PMO ARL. GovWorks intends to issue a contract in accordance with FAR 13.5, Test Program for certain commercial items. The US Army has a requirement for aircraft maintenance support for specific efforts directed by the Assistant Product Manager for Airborne Reconnaissance Low (APM ARL). The aircraft maintenance to be conducted under this contract shall be maintenance which is not covered under the existing Life Cycle Contractor Support (LCCS) contract for the Airborne Reconnaissance Low (ARL) program. This maintenance includes but is not limited to those areas considered as Prime Mission Equipment (PME) but are in fact covered under any of the numerous Supplemental Type Certificates (STCs) applied to ARL aircraft, e.g. the intercom system, auxiliary avionics rack et cetera. Aircraft maintenance for other airplanes associated with the ARL program is also included in this contract. 1. System Engineering and Technical Support; The contractor shall provide system engineering and technical assistance when required. 2. Place of Performance; The primary locations for this work are Ft. Bliss, Tx and Camp Humphreys, Korea. The contractor shall be prepared to deploy to other locations in order to meet requirements as directed by the Contracting Officer's Technical Representative (COTR). 3. Government Furnished Property (GFP); The contractor shall develop a Government Furnished Property management system that tracks the receipt, storage, maintenance, accountability and reporting of all property. The contractor shall perform both scheduled and unscheduled maintenance as prescribed by the Government Furnished Property maintenance documentation. Modification of Government Furnished Property is not permitted without prior written approval by the COTR. 4. Maintenance of Aircraft in accordance with FAA Procedures; All aircraft maintenance must be performed in accordance with applicable FAA regulations, procedures and industry standards. When applicable, maintenance shall be conducted in accordance with Army Regulations, e.g. weight and balance procedures. 5. FAA certified 145 Repair Station Certificate; The contractor shall maintain an FAA Part 145 repair station certificate for each permanent facility in which maintenance is conducted. If a new facility is established, the contractor has six months in which to apply for and receive a certificate for that facility. 6. Ground/Flight Operations; The contractor shall establish and have approved Contractor's Ground and Flight procedures in accordance with Army Regulation 95-20 within the first six months of operation. 7. Inspections; The contractor shall perform inspections in accordance with the approved inspection program for each specific airframe. 8. Test Flights; The contractor shall support maintenance test flights on platforms under the control of the COTR as required. 9. Aircraft Lease; Lease a deHavilland Dash 7 to verify Aircraft Survivability Equipment (ASE) modifications and digital instrument upgrades. 10. Security; The contractor shall hold a secret facility clearance. Personnel in direct support of this contract shall have a secret clearance. 11. Deliverables; a) Monthly Status Report, b) Monthly Cost Performance Report, and c) Government Furnished Property Report as requested. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
