Description

The U.S. Bureau of Reclamation is issuing a solicitation for a design, build, disassemble, install, and test contract. The principle features of work to be performed under this solicitation/specifications include furnishing and installing three Francis-type hydraulic turbine runners and cones, wicket gates, stationary wear rings, and furnishing spare stationary wear rings for the existing turbines. A homologous model test of the replacement runner is required. Disassembly and reassembly of the generators will be performed by the Government. Disassembly and reassembly of the turbines shall be performed by the Contractor. The work to be performed will be located at the Flaming Gorge Powerplant in Daggett County, near Dutch John, Utah, approximately 42 miles northeast of Vernal, Utah on Highway 191. The Powerplant contains three hydroelectric generating units. The Government will give the contractor six months to reassemble and install the first turbine runner unit starting 01 October 2005. The first turbine unit shall be completed and ready to be installed in the generator by the Government no later than 01 April, 2005. The second and third turbine runner units shall not be supplied to the Government until after a successful operational test of the first turbine runner unit is completed. The work will be performed under NAICS Code 333611. A site visit date will be included in the solicitation. The contract will have two option items under Schedule B. The first option is to furnish and deliver three sets of new stainless steel wicket gates and gate stem bushings. The second option is to refurbish existing wicket gates, and furnish and deliver new gate stem bushings. This solicitation falls within the price range of $5,000,000 to $10,000,000. This procurement will be solicited as full and open competition. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make an offeror ineligible for award.
