Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-03-Q-80038 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 01-11. The NAICS Code is 488390 and the Small Business size standard is $6.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a sole source basis with Johnson & Towers, Inc. for the repair of four (4) U.S. Army 8V-92T Marine Engines. The contractor shall will pick up, repair and return the (4) engines to the US Coast Guard Yard in Baltimore, Maryland. Item I. Repair and bench test four (4) Detroit Diesel 8V-92T marine engines: Engine Data: 1) 8V92T, Marine Engine, DD08VF, Serial Number 171983 2) 8V92T, Marine Engine, DD08VF, Serial Number 172071 3) 8V92T, Marine Engine, DD08VF, Serial Number 171991 4) 8V92T, Marine Engine, DD08VF, Serial Number 172007. The engines should be disassembled in order to repair internal water damage (corrosion) using only new genuine Detroit Diesel replacement parts, reassembled, prepared for operation as required and bench tested by De troit Diesel factory trained service technicians at the vendors facility. Each engine shall be evaluated and repaired in accordance with Detroit Diesel?s most current specifications and standards plus this specification. The proposed repair of each engine shall include the following: 1) Replace all eight-cylinder kits including exchange connecting rods and rod bearings. 2) Replace both the left and right cylinder heads. 3) Disassemble and acid dip the raw water system heat exchanger and coolers. 4) Replace all raw water system zincs. 5) Replace all required gaskets, filters, fluids, seals, paint and materials affected by the repairs. 6) Conduct a dynamometer test to break in new components and check for fluid leaks and proper operation. 7) After dynamometer testi ng has been completed, a copy of the test report shall be provided to the Government. 8) If any additional problems are detected, Johnson and Towers will provide a written cost estimate to the government for repairs. 9) Paint all disturbed areas as follows: a) On all exposed metal surfaces the contractor shall apply one coat of primer TT-P ?664 Rev D (2-3 mils MDFT) each to all components allowing primer time to dry. b) Two coats, IAW TT-E-489H approximately two mils, total thickness 3-5 mils MDFT shall be sprayed on all surfaces, allowing a minimum of seven hours drying time between coats. Color shall be in accordance with DD5194975 . 10) All unpainted exterior metal surfaces shall be coated with a light film of grease. 11) The Contractor shall deliver engines bac k to the Coast Guard Shipyard in Baltimore, MD. Item II. Repair of Damaged Engine Turbocharger- Engine Data: 1) 8V92T, Marine Engine, DD08VF, Serial Number 171991. This engine will also require (1) damaged turbocharger wheel be replaced, along with associated seals, gaskets and fittings. The engine shall be disassembled in order to replace the wheel with only new genuine Detroit Diesel replacement parts, reassembled and bench tested by Detroit Diesel factory trained service technicians at the vendors facility. The engine shall be evaluated and repaired in accordance with Detroit Diesel?s most current specifications and standards plus this specification. The contractor shall give the Contracting Officer 24 hours notice prior to the following requirement: 1) During the dyn amometer testing of each engine. After dynamometer testing has been completed, a copy of the dynamometer test report shall be provided to the Coast Guard. The warranty period shall be twelve (12) months on workmanship and twelve (12) months on parts from the date the engine is delivered to the Coast Guard Shipyard. Repaired engines shall be returned to the U.S. Coast Guard Shipyard at the following address within 30 days of the issue of the Procurement Request: U.S. Coast Guard Yard; 2401 Hawkins Point Road; Baltimore, MD 21226; ATTN: Jim Schriefer, Building 58, (410) 636-3745. Proposals shall include pricing for the following items in a written quotation: CLIN 0001 ? Repair four (4) U.S. Army 8V92T Marine Engines in accordance with Item I specifications listed above (4 EA) ______ ___. CLIN 0002 - Repair one (1) U.S. Army 8V92T Marine Engine in accordance with Item II specifications listed above (1 EA) ________. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (OCT 2000) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2002) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 5, 6, 7, 9, 11, 12, 13, 14, 16, 22, 23. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: KatherineB.Chao, DTS-852, 55 Broadway, Building 4, Room 243, Kendall Square, Cambridge, MA 02142 no later than 2:00 P.M. EST on 01/21/03. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
