Description
The Missile Defense Agency (MDA) will soon release a draft RFP for the Kinetic Energy Interceptors (KEI) Capabilities. Within two business days of release of the RFP, potential prime contractors are asked to declare, in writing to the MDA Contracting Officer, their intention to submit a proposal. To qualify as a prime contractor, the contractor's team must have recent, relevant experience in all of the following seven areas: (1) weapon system integration and test, (2) booster development, (3) kill vehicle development, (4) launcher development/integration, (5) integration with external sensors, (6) command, control battle management and communications and (7) missile production. (Refer to Kinetic Energy Interceptor Capabilities Presolicitation Notice HQ0006-03-R-0003 issued December 4, 2002) MDA requests written comments on the draft RFP and the Source Selection Plan from declared prime contractors within two weeks of release of the draft RFP. During those two weeks, a small team from the KEI program office will travel to each declared prime contractor's site for a one day visit to: 1-Answer clarifying questions on the draft RFP. Those questions and answers will be provided to each declared contractor. 2-Provide a Ballistic Missile Defense System overview and explain how KEI fits into this system. 3-Provide a tutorial on Engineering Manufacturing Readiness Levels. 4-Explain the roles of the IMP/IMS Team and Government helper team. 5-Provide an overview briefing on the BMDS Block 08 Toolbox. 6-Provide an overview briefing on Mission Capability Simulation. 7-Provide a draft copy of the Source Selection Plan for the contractor to comment on with the draft RFP comments. 8-Answer additional questions on the Industry Day Briefing. This briefing will be posted on FedBizOpp when approved for release by OSD Public Affairs. 9-Provide a copy of the draft KEI Security Classification Guide. 10-Explain when the remaining GFI will be available. Please have a projector system available for our CD-ROM presentation. All questions and answers to the draft RFP will be released to all declared contractors. Personnel attending the presentation should have a minimum of a Secret security clearance. Potential prime contractors intending to submit a proposal on the KEI Capabilities Concept Design should provide the following information within two business days of release of the draft RFP: 1-Statement declaring intention to submit a proposal. 2-Location of facility where the effort would be managed. 3-Completed DD254s for the prime and key sub-contractors (DD 254 copy attached to the draft RFP).
