- DELAY/DENIAL TECHNOLOGIES TO PREVENT UNAUTHORIZED ACCESS TO CRITICAL NATIONAL SECURITY ASSETS AND WEAPONS SYSTEMS The Force Protection Command and Control Systems Program Office (ESC/FD) wishes to identify for possible demonstration purposes, products or concepts that delay and/or deny unauthorized access to critical national security assets and weapons systems. On 18-19 March 03, the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (C3I) and Sandia National Laboratories are hosting a Nuclear Weapons Security Enhancement Summit at Sandia National Labs, Albuquerque, NM. The day after this conference, we are offering the opportunity for organizations, Government or private industry, to display and discuss their potential solutions to the attendees of this summit. These solutions should include anything from non-lethal delay to lethal denial. Displaying organizations should discuss the capability of their solution(s) from a performance perspective. Of particular interest are technologies that "lean forward" to provide defending forces new and integrated solutions to defeat hostile intruders that are determined to gain access to high value assets. Starting later this fiscal year, we anticipate initiating a multi-million dollar program to develop, test, integrate, and install and/or upgrade delay/denial technologies at high value assets locations. This demonstration will provide the Government some knowledge of what is available, but this demonstration is not part of the source selection process for the anticipated program. The Government will review all replies to this RFI. The products or concepts that best meet our intent to show the state-of-the-art or the state-of-the-possible will be asked to display on 20 March 03 at Kirtland AFB, Albuquerque, NM. If several firms offer similar solutions, only one of those firms will be asked to demonstrate. Firms who respond to this notice are requested to identify any on-going Government contract vehicles they have for the same or similar work. Interested potential sources should respond, in writing, within 15 days of this publication to ESC/FDK, 5 Eglin Street, Building 1624 1st Floor, Hanscom AFB MA 01731-2100, Attn: Ms Alicia Gettman. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government to an ultimate acquisition or deployment approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice nor for any costs associated with participation in this demonstration. See Note 26.
