Description
The U.S. Geological Survey (USGS) requires installation and maintenance support services for the National Strong Motion Program (NSMP) seismic instrumentation network. The NSMP provides data for investigations of strong earthquake shaking at soil and rock sites throughout the US and its effects on engineered structures. Contractor may assist the USGS in installing and servicing more than 900 accelerographs at 650 stations in 32 states and Puerto Rico. Stations are located in small enclosures, various size buildings, bridge structures, dams, and power facilities. Approximately 30% are analog recorders, mainly Kinemetrics optical-mechanical SMA-1 recorders with internal force-balance accelerometers and either internal clock or WWVB radio receiver. Approximately 70% are real-time digital recorders, located mainly in California, Nevada, Washington, Alaska, Hawaii, Utah, the New Madrid seismic zone, and Puerto Rico. Digital instruments are generally operated in triggered mode with data recorded on flash-card memory with record timing by GPS receiver; some are operated in real-time mode. Contractor will provide preventive maintenance, field site repair and replacement, new site installations and upgrades, and may assist in rapid deployment of portable instruments and data retrieval for post-earthquake investigations. Contract term one year from date of award with two one-year options to extend. The Government expects to award a time-and-materials type contract. This is a competitive unrestricted acquisition. However, offerors must submit hard copy technical and business proposals to the Contracting Officer in accordance with instructions to be provided in the RFP as the site does not allow for electronic submission of proposals.
