- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number F2360603Q0002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The following FAR Clauses and Provisions apply to this acquisition: Provision 52.212-1, Instructions to Offerors-Commercial Items; Provision 52.212-3, Offeror Representations and Certifications- Commercial Items; Clause 52.212-4, Contracts Terms and Conditions- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items the following subparagraphs apply: (a), (b)(3), (b)(5), (b)(6-11), (c)(1-2), and e; DFARS Provision 252.204-7004, Required Central Contractor Registration (Mar 1998); DFARS Clause 252.232-7009, Payment by Electronic Funds Transfer (CCR)(Jun 1998). Registration is required in the CCR database in order to receive a Government contract. DFARS Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Offerors shall include a completed copy of FAR provision 52.212-3 and DFARS Provision 252.212-7000 with their quote. The above Provisions and Clauses may be obtained via Internet http://farsite.hill.af.mil. This solicitation is set-aside for small business. The North American Industrial Classification System Number is 484110 And the business size standard is $21.5 Million Evaluation/Award: The Government will award a contract resulting from this solicitation to the responsible offeror providing the lowest overall price. Whiteman Air Force Base requires the pick-up and delivery of 1,203 concrete barriers. There are three separate pick-up locations. The pick-up locations and quantities are as follows: (1) Junction of I-370 and I-270 located in Bridgeton/Hazelwood Missouri - quantity of 750 each in median; (2) Junction of Highway 40/61 and I-70 located in Wentzville Missouri - quantity of 250 each; and (3) Junction of I-44 and Lewis Road Missouri - quantity of 203 each. The Government will provide a crane with operator for all loading at all three sites. All barriers are to be delivered to Whiteman Air Force Base, Missouri. Barriers will be offloaded at the gravel parking lot near Building S-6 and at conventional munitions storage area adjacent to Building T-3300. The Government will provide a crane or forklift with operator for all offloading at Whiteman AFB, MO. All work is to be complete within thirty (30) days after issuance of award. The dimensions of the barriers are as follows: Weight - 4700 pounds; Height - 42 inches; Length - 10 feet; Width - 24 inches at base. All quotes are due no later than 17 January 2003, 2:00 PM local, to 509 CONS.LGCS, 727 Second Street Suite 124A, Whiteman AFB MO 65305, or if hand carried, placed in the depository located in building 129, room 124.
