Description
The National Cancer Institute (NCI), Epidemiology and Biostatistics Program (EBP), Office of the Director, and in collaboration with the National Institutes of Child Health and Human Development (NICHD) plans to enter into a sole source procurement with Louisiana State University, Health Sciences Center, Department of Obstetrics and Gynecology, 1501 Kings Hwy, Shreveport, LA. 71130 for the procurement of Blood/Serum Samples collected by Louisiana State University. EBP research program investigates the effects of prenatal exposures on adult cancer risk. One such exposure is preeclampsia, which has been associated with breast cancer in daughters of these pregnancies. EBP shall study the relationship of pregnancy hormone levels in maternal and cord blood samples with preeclampsia to further understand the biological mechanisms involved in the association with breast cancer. EBP will obtain consent from participants, abstract medical charts, and collect three blood samples from each of 100 subjects and their babies for a total of 300 samples. The samples will then be centrifuged, the serum extracted and stored. Louisiana State Universities Dr. Jun Zhang, is conducing a study on genetic polymorphisms in placentas of preeclamptic pregnancies, in his study, placental tissue will be collected, along with informtaion from medical records and from interviews. Dr. Jun Zhang initial study is a unique resource and provides an infrastructure for NCI proposed pilot study. Upon completion of the study the database will be shared with NCI's Dr. Rebecca Troisi. The current pilot study by NCI is being conducted in conjunction with an already existing study by NICHD. Louisiana State University is the only known source to the NCI researchers that can gather the required placental tissue from patients with preeclampsia. This is not a request for competitive quotations. However, if any interested party belieives it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 PM EST (Local Washington, DC time) on January 14, 2003. This action is pursuant to 41 USC 253(1) and under the authorty of FAR 6.302-1. If you have any questions, please contact Cynthia Brown, Purchasing Agent (301) 402-4509. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
