- The National Science Foundation (NSF) intends to enter into sole source negotiations with Crabtree and Company for the design and fabrication of a portable traveling exhibit highlighting information about NSF scientific and technological progress. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is PS03Q009 and is being issued as a Request of Quotation (RFQ). The provisions and clauses applicable to this solicitation are those in effect through Federal Acquisition Circular (FAC) 01-10. This requirement is a 100% set-aside for Small Business. The associated NAICS code for the requirement is 339950, Exhibit/Display Manufacturing; and the small business size standard is 500 employees. REQUIREMENT: The contractor shall provide a lightweight yet strong exhibit able to withstand frequent assembly and disassembly; targeted to scientists, engineers, and future scientists and engineers, the general public as well as policy makers. It shall be easily programmable and maintenance free. The final product must provide for a customized experience for each viewer; the structure must be flexible and re-configurable as well as capable of supporting simultaneous users. The exhibit shall included multi-lingual applications; be ADA compliant for the viewer as well as presenter. All exhibit components must fit into a carrying case and be readily transportable. Must have touch sensitive capability, with a size range from 40 inches diagonal to full wall size and have simultaneous input and output devices. Provide laminate-protected durable graphic overlay and impact fingerprint resistance for graphic overlays. Provide CAT-5 Ethernet or better, based local network segment for connectivity to the internet along with a user interface design to support outbound HTTP requests. OFFEROR REQUIREMENTS: Two formal designs shall be submitted for review with oral presentations possible to explain and present design and capabilities of the exhibit. Offers are due January 17, 2003, no later than 3:00 pm Eastern Standard Time, at the NSF, 4201 Wilson Boulevard, Suite 295, Arlington, Virginia, 22230. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, and FAR 52.212-4, Contract Terms and Conditions-Commercial Items, apply to this acquisition. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offers will be evaluated based primarily on price, but other factors that may be evaluated include technical capability and past performance. The final exhibit designs and all rights thereto; will become the property of the NSF upon Government acceptance. An award is anticipated by January 21, 2003, with final delivery of the product no later than January 31, 2003.
