Description
THIS ANNOUNCEMENT IS FOR PLANNING PURPOSES ONLY. It is NOT a request for proposals and is not to be construed as a commitment by the FAA. The Federal Aviation Administration (FAA), Telecommunications Integrated Product Team (TIPT), AOS-700/800/900, intends to competitively acquire technical support services for the functions performed by the TIPT. The support services will be centered on the following four areas: 1) Engineering and Requirements Validation, 2) Telecommunications Management and Operations, 3) Business/Financial Management, and 4) Information Resource Management and Technology. Up to 4 contracts are possible. The contracts are expected to be awarded as Time and Material, with fixed priced labor rates. A portion of the competition (potentially the Information Resource Management and Technology support) is expected to be set aside for small disadvantaged businesses. The performance period is planned as a base period of 1 year with four option periods, each consisting of one year. The estimated labor hours are approximately 300,000 hours per year. The FAA intends to employ streamlined acquisition procedures utilizing best practices for conducting a competitive procurement, as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1996. The acquisition will be conducted using a two-phased approach. The FAA intends to issue the first Screening Information Request (SIR1) on or about 21 February 2003. SIR1 will require companies interested in proposing as prime offerors to submit Qualification Statements. After review of these statements, the FAA will downselect to vendors most likely to receive a contract award. Only those downselected vendors will be eligible to receive SIR2. SIR2 release will request those vendors down-selected from SIR1 to submit a proposal. Preliminary milestones for the FTSC2 procurement are: Feb 2003 - Issue SIR1; Mar 2003 - Qualification Statements Due; April 2003 - Down Selection Notification to Contractors; May 2003 - Issue Request for Offer to Selected Vendors (SIR2); Jul 2003 - Receipt of Proposals; Nov 2003 - Contract Award.
